Delhi Lieutenant Governor T.S. Sandhu has directed the Delhi Development Authority (DDA) to launch a Single Window Clearance System under the Online Building Permit System (OBPS), officials said on Tuesday, 12 May. The initiative aims to eliminate red tape, reduce corruption complaints, and make building approvals faster and more transparent for citizens across the capital.

What the New System Offers

The Single Window OBPS provides citizens, homeowners, architects, and developers with a unified digital interface for processing building permissions and related approvals. Applicants can submit building plans, documents, and multiple No Objection Certificates (NOCs) through a single online portal, significantly reducing procedural complexity and the need for repeated physical visits to DDA offices.

The system also enables real-time application tracking, online fee payments, and the receipt of digitally signed approvals — removing a long-standing bottleneck in Delhi's urban governance framework.

Technology at the Core

The platform integrates AI-powered plan scrutiny, automated compliance checks, geo-tagged mobile inspections, and instant SMS and email notifications. According to officials, these features are expected to substantially reduce manual intervention, procedural delays, and operational errors while improving accountability and accuracy in the building approval process.

Why LG Sandhu Pushed for the Reform

Lieutenant Governor T.S. Sandhu had earlier flagged persistent issues with Delhi's existing building approval processes, which, according to official statements, frequently led to unnecessary delays, public harassment, and corruption complaints. He subsequently issued directions to the DDA to develop and operationalise the Single Window OBPS as part of a broader Ease of Living mandate.

This comes amid wider efforts by the Centre and Delhi's administration to modernise urban planning and public service delivery through technology-driven governance reforms. Notably, building permit delays have historically been cited as a key friction point for both individual homeowners and large-scale developers in the capital.

The LG's Secretariat and senior DDA officials will periodically review the system's effectiveness to ensure it delivers on its stated objectives.
