Previously, the DGCA had successfully rolled out the Electronic Personnel Licence system for Commercial Pilot's Licences (CPL) and FRTOLs beginning in February 2025, positioning India as the second country to digitize pilot licenses in accordance with ICAO guidelines to enhance security and efficiency, accessible via the eGCA mobile app for both pilots and authorities. This initiative provides digital, tamper-proof access to pilot credentials, aligning with the 'Digital India' and 'Ease of Doing Business' initiatives.
The introduction of the EPL is in line with ICAO’s Amendment 178 to Annex 1 – Personnel Licensing, which encourages member states to adopt electronic licenses to improve security and efficiency. While many leading global aviation nations are still working on implementing similar systems, India has successfully taken the lead in digital aviation solutions.
