New Delhi, Sep 28 (NationPress) The Election Commission of India (ECI) has officially declared the deployment of Central Observers for the imminent Bihar Assembly elections and eight bye-elections nationwide. This initiative aims to guarantee fairness throughout the electoral process while enhancing voter awareness and participation.
A total of 470 officials have been designated as Central Observers, comprising 320 from the Indian Administrative Service (IAS), 60 from the Indian Police Service (IPS), and 90 from various services like IRS, IRAS, and ICAS.
These Observers will oversee the upcoming Bihar Assembly elections along with bye-elections in Jammu and Kashmir (Budgam and Nagrota constituencies), Rajasthan (Anta constituency), Jharkhand (Ghatsila constituency), Telangana (Jubilee Hills constituency), Punjab (Tarn Taran constituency), Mizoram (Dampa constituency), and Odisha (Nuapada constituency).
The decision was made under the plenary powers granted by Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951, which empowers the ECI to supervise elections across various constituencies.
The ECI stated, "The Observers operate under the supervision, control, and discipline of the Commission from their appointment until the election process is finalized."
It emphasized the vital role of these Observers in fostering impartial, transparent, and credible elections, which are the backbone of democracy.
The Observers serve as the eyes and ears of the Commission, providing periodic updates and reports as needed.
They are not only tasked with helping the Commission fulfill its constitutional duty of conducting free, fair, and inclusive elections but also play a pivotal role in boosting voter participation and awareness.
One of the primary responsibilities of the Observers is to identify potential improvements in the electoral process and offer operational recommendations to enhance poll management.
The ECI further noted that both General and Police Observers, due to their seniority and extensive administrative experience, will assist in ensuring the smooth conduct of elections and effective field-level management.
Meanwhile, Expenditure Observers will monitor candidates' expenses to ensure adherence to election expenditure regulations.
