New Delhi, Nov 12 (NationPress) The Election Commission of India (ECI) has reached a significant achievement during Phase II of the Special Intensive Revision (SIR) of electoral rolls, having distributed over 37 crore Enumeration Forms (EFs) to voters across 12 States and Union Territories as of November 12, 2025, according to the poll panel's announcement on Wednesday.
The latest daily bulletin from the ECI reveals that a total of 50.69 crore EFs were printed, achieving a 99.41 percent completion rate, with 72.66 percent (or 37.05 crore) already distributed.
This Enumeration Phase is currently underway from November 4 to December 4, 2025.
States such as Goa, Lakshadweep, Tamil Nadu, Gujarat, and West Bengal have nearly achieved full coverage, showcasing effective coordination at the ground level.
Lakshadweep has reported 100 percent completion in both printing and distribution, while Goa stands at 99.99 percent, Puducherry at 93.4 percent, and Andaman and Nicobar at 89.22 percent. Gujarat has distributed over 4.47 crore forms (88.08 percent), and Tamil Nadu has distributed over 5 crore forms (78.09 percent) among others.
Uttar Pradesh, being India's most populous state, has distributed 10.8 crore forms, covering nearly 70 percent of its electorate. Madhya Pradesh and Rajasthan follow with over 53 percent and 70 percent coverage respectively.
In a similar vein, poll-bound West Bengal reported the distribution of over 6.80 crore forms, which equates to a total of 88.8 percent.
Smaller regions like Puducherry and the Andaman and Nicobar Islands have also shown commendable progress of over 89 percent.
To ensure that every eligible elector is reached, over 5.33 lakh Booth Level Officers (BLOs) and 7.64 lakh Booth Level Agents (BLAs) have been deployed.
The ECI has requested all recognized political parties to appoint additional BLAs to bolster field-level verification and improve the accuracy of electoral rolls.
Importantly, the second phase of the Bihar Assembly elections concluded peacefully on Tuesday, achieving a voter turnout of 68.79 percent, with data from approximately 2,000 polling booths still pending, as stated by the Chief Electoral Officer (CEO) of the state, Vinod Singh Gunjiyal.
He noted that the average turnout across the first and second phases is 66.90 percent, which is 9.6 percent higher than in the previous Assembly elections and marks a historic high since the 1951-52 elections.
The turnout percentage for male voters was 62.8 percent while female voters saw a turnout of 71.60 percent across both phases.
