New Delhi, June 23 (NationPress) In a significant move aimed at reinforcing India's electoral framework, the Election Commission of India (ECI) initiated a two-day intensive capacity-building program for 379 Booth Level Officer (BLO) Supervisors at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi.
Launching the 13th batch of this nationwide training endeavor, Chief Election Commissioner Gyanesh Kumar emphasized the pivotal function of BLOs in facilitating free, fair, and legally compliant elections.
This session's attendees include officials from Uttar Pradesh (111), Madhya Pradesh (128), Nagaland (67), Meghalaya (66), and Chandigarh (7).
During his keynote address, the CEC stated that "these training sessions are vital to guarantee that the electoral rolls and elections are conducted strictly following the Representation of the People Act 1950 and 1951, Registration of Electors Rules 1960, Conduct of Election Rules 1961, and the directives issued by the ECI periodically."
He further remarked, "There can be nothing more transparent than law in any democracy," reinforcing that India’s elections are governed solely by legal frameworks.
The CEC also drew attention to the necessity for field officials to familiarize themselves with the appeal processes under Section 24 of the RP Act and urged them to educate voters about their rights to lodge first and second appeals concerning electoral roll inconsistencies — first to the District Magistrate and subsequently to the State Chief Electoral Officer.
According to the election body, no appeals were registered from Meghalaya, Nagaland, Madhya Pradesh, Chandigarh, and Uttar Pradesh after the conclusion of the Special Summary Revision (SSR) exercise between January 6-10, 2025.
It’s crucial to highlight that the training aims to bolster participants’ practical knowledge, especially in voter registration, form management, and the execution of electoral protocols at the grassroots level.
Participants will also receive hands-on training on IT tools. They will undergo technical demonstrations and training on EVMs and VVPATs, including mock elections.
