Hyderabad, Jan 30 (NationPress) - The Directorate of Enforcement (ED) has lodged a prosecution complaint in a Hyderabad court against former CISF Assistant Sub Inspector (ASI) Roop Singh Meena under the provisions of the Prevention of Money Laundering Act.

The ED's Hyderabad Zonal Office announced on Friday that it has submitted this Prosecution Complaint (PC) to the Rangareddy Court, which has acknowledged receipt of the complaint.

The central agency commenced an investigation following an FIR filed by the Telangana Police in 2023 under sections 409 and 420 of the Indian Penal Code. This was against Roop Singh Meena for dishonestly diverting National Pension Scheme (NPS) contributions belonging to CISF personnel to the NPS accounts of both active and retired (resigned) CISF members without any authority.

It was revealed that the details of the Permanent Retirement Account Numbers were altered, allowing the misappropriated NPS funds to be withdrawn from these altered bank accounts after requests for premature withdrawals were made. The fraudulent activities were executed by Roop Singh Meena, who at the time was a Head Constable/Clerk on attachment at the NPS Section of the National Industrial Security Academy, Hyderabad. He had full access to the NPS accounts of all CDDO CISF NISA subscribers, leading to an embezzlement of Rs. 60,26,321.

The case was handed over to the ACB, Hyderabad, for further investigation in June 2025.

The ED's probe uncovered that Meena utilized various bank accounts held in his name, as well as in the names of family members, friends, and other individuals who were oblivious to the actual usage of their accounts, to launder the diverted NPS funds. The Proceeds of Crime were circulated through numerous bank accounts before being transferred to his personal accounts or withdrawn in cash.

Previously, the ED had identified and seized movable and immovable assets valued at Rs 80,626 belonging to Meena.

Point of View

I emphasize the importance of transparency and accountability in all sectors, especially within our security forces. This case not only highlights potential corruption within the CISF but also serves as a reminder of the need for robust oversight mechanisms. We stand committed to bringing such issues to light for the benefit of the public and national integrity.
