New Delhi, Feb 5 (NationPress) Chief Election Commissioner (CEC) Gyanesh Kumar recently convened a meeting with Central Observers to discuss the utilization of IT platforms aimed at facilitating free, fair, and transparent Assembly elections in five states and Union Territories (UTs).
In his address to the observers overseeing elections in Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal, the CEC emphasized their critical role as representatives of the Election Commission of India (ECI).
He highlighted the necessity for these Central Observers to promote transparency in the electoral process, asserting that their involvement would invigorate the election machinery across 824 Assembly constituencies where elections are scheduled.
A total of 1,444 General, Police, and Expenditure Observers participated in the briefing, which is set to continue on Friday at the India International Institute of Democracy and Election Management in Delhi, as per an official announcement.
Election Commissioner S.S. Sandhu urged the observers to act as allies and mentors to field election officials.
"Their arrival must be communicated effectively, and they should be approachable to ensure that voter grievances are addressed promptly, preventing any allegations of bias," Sandhu remarked.
Election Commissioner Vivek Joshi stressed the importance of adhering to ECI guidelines, ensuring impartiality and upholding democratic principles.
He also instructed that Voter Information Slips (VIS) be distributed ahead of time to ensure voters are not inconvenienced on polling day.
The observers were tasked with maintaining open lines of communication with political parties and ensuring timely resolution of voter complaints.
"The observers were also instructed to visit polling stations to guarantee the implementation of new initiatives by the ECI aimed at enhancing voter convenience, particularly regarding the provision of Assured Minimum Facilities," the statement indicated.
The Election Commissioners took part in a session to clarify any doubts the observers had.
Senior officials from the ECI provided further insights on electoral roll preparation and the election conduct in the five states/UTs preparing for polls.
Additionally, the observers received training on various IT applications and media-related issues during these sessions.
The ECI appoints Central Observers under the powers granted by Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951, to aid in the conduct of free and fair polls.
They also oversee the efficient management of the electoral process at the grassroots level.
