Four Haryana cities — Narnaul, Narayangarh, Panipat, and Kurukshetra — moved a step closer to long-term urban transformation on Monday, 3 August 2026, as the Chief Minister's Office of Haryana announced that Chief Minister Nayab Saini chaired a high-level State Level Committee meeting in Chandigarh to deliberate on draft development plans for each. The SLC meeting took up the draft development plans of all four cities in detail, examining proposals for expanding residential, commercial, industrial, and basic civic infrastructure in a planned and balanced manner. The government described it as a comprehensive action-plan exercise — vyapak karyayojana par manthan — aimed at ensuring structured growth rather than ad hoc urban sprawl. Saini set an explicit national benchmark for the exercise. He stated that urban development plans would be drawn up in alignment with the Viksit Bharat 2047 vision — the central government's framework to transform India into a fully developed nation by the centenary of independence — keeping future needs at the centre of every planning decision. The goal, he said, is for Haryana's cities to establish new standards in development and civic amenities.

Why These Four Cities, and Why Now

The choice of cities is deliberate. Panipat is one of Haryana's major industrial and textile hubs and sits within the extended National Capital Region, where population and economic pressure are mounting. Kurukshetra carries outsized religious and educational significance and is a growing destination for pilgrims and students alike. Narnaul, the district headquarters of Mahendragarh in southern Haryana, has long been flagged for infrastructure upgrades. Narayangarh, in Ambala district, is a smaller but strategically located town in the state's northern belt. Haryana has a statutory obligation under the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 to prepare and periodically revise master plans for its urban areas. The current round of draft development plans represents that revision cycle, now explicitly synced with the national 2047 framework that the Centre directed states to adopt from 2023 onward.

The State Level Committee's Role

The State Level Committee (SLC) is Haryana's apex body for reviewing urban development plans and infrastructure proposals before they move toward formal gazette notification. A meeting at this level — chaired by the Chief Minister himself — signals that the plans are approaching the stage where public objections, zoning maps, and land-use decisions will be finalised and published. Once notified in the Haryana Gazette, the development plans acquire statutory force, binding land use across each city's controlled area. The next critical watch-point is that gazette notification and the release of detailed land-use zoning maps, which will determine where housing colonies, industrial zones, green buffers, and civic facilities actually land on the ground.
