New Delhi, Jan 3 (NationPress) The National Commission for Women (NCW) has acted on its own accord regarding a disturbing case of ragging, physical violence, and alleged sexual harassment at the Government Degree College in Dharamshala, Himachal Pradesh, which tragically resulted in the death of a 19-year-old female student during medical treatment.
The Commission has vehemently condemned this incident, labeling it a “heinous, inhuman, and reprehensible act”, highlighting a significant failure in the safety and security protocols within educational establishments.
“This incident is a severe breach of the student’s life, dignity, and fundamental rights,” stated the NCW in an official communication.
NCW Chairperson has reached out to the Director General of Police in Himachal Pradesh, demanding the prompt filing of an FIR, the arrest of all involved parties, and a thorough, unbiased, and timely investigation.
The Commission has additionally requested the preservation of post-mortem and medical documentation and strict action under the Bharatiya Nyaya Sanhita, 2023, regulations against sexual harassment, and anti-ragging laws.
Furthermore, the NCW has mandated departmental repercussions for any faculty members found guilty or negligent, a comprehensive evaluation of the college’s anti-ragging policies, and enhancements in campus security, awareness, and counseling services. Authorities are required to provide a detailed Action Taken Report (ATR) within five days.
Simultaneously, the University Grants Commission (UGC) has acknowledged the severity of the situation and established a Fact-Finding Committee to review the events leading to the student’s demise.
“A police inquiry is in progress, and the UGC has formed a Fact-Finding Committee. We assure that those responsible will face consequences, as student safety is our top priority,” stated a UGC representative.
The Himachal Pradesh Police have charged a college professor and three female students with ragging that contributed to the student's death.
According to police reports, the victim’s father, Vikram Kumar, claimed that three students—Harshita, Aakriti, and Komolika—had threatened and physically assaulted his daughter. He also accused Professor Ashok Kumar of engaging in inappropriate behavior with the victim.
Vikram Kumar mentioned that he could not file a complaint earlier because his daughter was traumatized and receiving medical care. The alleged harassment, he said, severely impacted her mental and physical health.
The student was treated at various hospitals in Himachal Pradesh before being referred to the Dayanand Medical College and Hospital (DMCH) in Ludhiana, Punjab, where she unfortunately passed away on December 26.
Following a preliminary inquiry, police have registered a case, and further investigations are currently ongoing.
