Chandigarh, Nov 21 (NationPress) On Friday, the Punjab and Haryana High Court instructed the Punjab government to make a determination regarding the request from imprisoned Waris Punjab De activist and Lok Sabha member Amritpal Singh, who is seeking permission to attend the upcoming winter session of Parliament, commencing on December 1.
The Division Bench, comprising Chief Justice Sheel Nagu and Justice Sanjiv Berry, stated, “The current petition is resolved with the directive to (Punjab) to make a decision on the application dated November 13, 2025 within one week, ideally before the winter session of Parliament begins, and to notify the petitioner of the order,” the court remarked.
Amritpal Singh’s attorney, R.S. Bains, noted that he has sought temporary release under Section 15 of the National Security Act (NSA), yet no decision has been rendered.
“There exists a provision for temporary release,” Bains stated. In response, the Bench inquired if the MP had made any arrangements to engage in the Lok Sabha session.
“You emphasize your rights; we will also address your obligations as a Member of Parliament. What research have you conducted? What issues have you prepared? What topics will you address or discuss? Or will he merely observe in silence?” Chief Justice Nagu queried.
The counsel admitted that he lacks instructions due to the distance of the detention.
Amritpal Singh, who secured the Lok Sabha seat from the Khadoor Sahib constituency in Punjab, has been held in Dibrugarh Central Jail in Assam since April 2023, following his arrest under the National Security Act (NSA).
The 32-year-old Sikh extremist Amritpal Singh, who claims inspiration from the deceased Khalistani terrorist Jarnail Singh Bhindranwale, has been confined in Assam since his apprehension in April 2023, while nine of his associates were returned to Punjab earlier this year.
Amritpal has invoked Section 15 of the NSA, which grants the competent authority the power to allow parole for detainees in exceptional situations.
