New Delhi, June 14 (NationPress) The Central Bureau of Investigation (CBI) has initiated an investigation by filing an FIR concerning a Rs 1.62 crore scam linked to unlawful excavation activities at a Nagpur facility operated by the Container Corporation of India (CONCOR). This case allegedly implicates a former senior official of the public sector unit and a private entity.
The FIR, lodged under Section 7 of the Prevention of Corruption Act along with applicable laws regarding criminal conspiracy and misconduct by public servants, was submitted following directives from the Lokpal of India.
The agency has named CONCOR’s former Deputy General Manager (Civil), whose identity remains undisclosed, and the Nagpur-based firm Aditya Enterprises, in addition to unspecified public servants and private individuals.
According to the FIR, “As the individual responsible for the site, the DGM (Civil) permitted Aditya Enterprises to engage in misappropriation through unauthorized and illegal excavation amounting to Rs 1,62,76,123.50, resulting in unjust loss to CONCOR Ltd.”
The illicit excavation was uncovered after a formal complaint was submitted to the Lokpal. Upon receipt of the complaint, the anti-corruption body instructed the CBI to maintain the confidentiality of the complainant’s identity.
This incident at the CONCOR site has also highlighted the widespread illegal extraction of murrum—a reddish soil used in construction—from government properties in Nagpur.
Murrum is commonly utilized in construction work, particularly for filling plinths and backfilling footing pits. Such soil is typically found in humid tropical or equatorial climates.
The CBI has indicated in its FIR that Aditya Enterprises operates from Sanmarg Nagar, Hudkeshwar, Nagpur. Sources suggest that officials from the firm will be interrogated regarding the illegal excavation scheme.
While granting approval for the FIR, a senior CBI official instructed his team to pursue the investigation into the alleged unlawful excavation with the understanding that both the complainant’s and the CONCOR DGM’s identities must remain confidential, in accordance with the Lokpal’s directives.
In reference to the Lokpal’s order from May 22, the CBI officer stated, “This order mandates the protection of identities of both the complainant and the implicated public servant as per Rule 4 and related provisions of the Lokpal Complaint Rules, 2020.”
