Jharkhand Cabinet Endorses New Protocol for DGP Appointments

Ranchi, Jan 7 (NationPress) In a notable transformation, the Jharkhand cabinet, presided over by Chief Minister Hemant Soren, on Tuesday resolved that the selection of the state's Director General of Police (DGP) will now hinge on the suggestions of a specialized committee led by a retired High Court judge.

According to the newly established regulations, the Member Secretary of the committee will be the Additional Chief Secretary, Principal Secretary, or Secretary of the Home Department. The committee will also comprise the Chief Secretary, a UPSC-nominated member, the Chairman or a nominee from the JPSC, along with a retired DGP.

Previously, the state government used to send a panel of the three most senior IPS officers with at least 30 years of service to the UPSC, which would then make the final decision.

However, in the updated framework, the UPSC's role will be curtailed.

Comparable guidelines have already been enacted in states such as Uttar Pradesh, Punjab, Andhra Pradesh, and Telangana.

The new directives specify that the DGP's tenure will typically span two years. To qualify for the position, eligible IPS officers must have at least six months remaining prior to their retirement.

During the cabinet meeting, Cabinet Secretary Vandana Dadel announced the approval of nine proposals, including the program for the Budget Session.

The Jharkhand Assembly's Budget session is slated to take place from February 24 to March 27.

In accordance with the decision, the state cabinet has authorized the appointment of Professor Dr Seema Akhouri from St. Xavier's College, Ranchi, along with her team, as knowledge partners for a pre-budget workshop.

Additionally, a memorandum of understanding (MoU) was sanctioned between the Jharkhand government and the Centre to set up a new AIIMS in Deoghar.

Furthermore, amendments were approved to the regulations governing the appointment of Managing Directors and Directors in the Energy Development Corporation. The retirement age for directors was raised to 65 years, and the current director's term was extended until March 31, 2025.

Lastly, the establishment of a special court in Garhwa to expedite legal procedures was approved as per the cabinet's decision.
