Jharkhand Cabinet Introduces New Guidelines for DGP Appointment

Ranchi, Jan 7 (NationPress) In a notable transformation, the Jharkhand cabinet, led by Chief Minister Hemant Soren, convened on Tuesday and resolved that the appointment of the state's Director General of Police (DGP) will henceforth rely on the recommendations of a specialized committee chaired by a retired High Court judge.
According to the new regulations, the Member Secretary of the committee will be the Additional Chief Secretary, Principal Secretary, or Secretary of the Home Department. The committee will also consist of the Chief Secretary, a member nominated by the UPSC, the Chairman or a representative from the JPSC, and a retired DGP.
Previously, the state government would send a panel of the top three senior IPS officers with no less than 30 years of service to the UPSC, which would then make the final call.
However, under the updated system, the role of UPSC will be restricted.
Comparable regulations have already been enacted in states such as Uttar Pradesh, Punjab, Andhra Pradesh, and Telangana.
The new guidelines indicate that the DGP's term will typically last for two years. Eligible IPS officers must have at least six months remaining before retirement to qualify for the position.
Cabinet Secretary Vandana Dadel announced that nine proposals were endorsed during the cabinet meeting, including the agenda for the Budget Session.
The Jharkhand Assembly's Budget session is scheduled to take place from February 24 to March 27.
As part of the decision, the state cabinet approved the appointment of Professor Dr Seema Akhouri from St. Xavier's College, Ranchi, along with her team, as knowledge partners for a pre-budget workshop.
It also sanctioned a memorandum of understanding (MoU) between the Jharkhand government and the Centre to establish a new AIIMS in Deoghar.
During the cabinet meeting, amendments to the rules for appointing Managing Directors and Directors in the Energy Development Corporation were approved. The retirement age for directors was raised to 65 years, and the current director's term was extended until March 31, 2025.
Finally, approval was granted to set up a special court in Garhwa to accelerate legal proceedings, as per the cabinet's decision.
