New Delhi, Dec 29 (NationPress) Union Communications Minister Jyotiraditya Scindia announced on Monday that the Department of Telecommunications (DoT), in collaboration with the National Centre for Communication Security (NCCS), is implementing significant reforms aimed at enhancing telecom security, alleviating compliance burdens, facilitating sustainable industry growth, and supporting Prime Minister Narendra Modi's vision of ‘Make in India, Make for the World’.
In a social media post, the minister emphasized that as our digital networks rapidly expand to connect all citizens, securing these networks is our top priority.
“Among the key reforms are the two-year extension of the Pro Tem Security Certification Scheme for original equipment manufacturers (OEMs) and a reduction in fees for Telecom Security Testing Laboratories (TSTLs),” Scindia shared.
These reforms align with the principles of DSS (Design in India, Solve in India, Scale for the World), providing essential support to telecom equipment manufacturers by reducing compliance burdens by 90% for women-led and MSME Testing Labs, 50% for other Testing Labs, and completely waiving fees for Central and State Government testing agencies, IITs, and other governmental institutions.
“By simplifying security verification while upholding robust safeguards, this policy empowers manufacturers, accelerates innovation, and broadens broadband access nationwide,” the minister added.
These changes also promote the establishment of indigenous telecom security testing infrastructure, establishing Bharat as a trustworthy hub for telecom manufacturing and testing.
“Collectively, these transformative measures help realize our shared vision of Atmanirbhar Bharat with a focus on security, scalability, and speed,” he concluded.
In July 2025, the DoT announced a drastic reduction of up to 95% in the security test evaluation fees for telecom and ICT products. Additionally, the DoT has streamlined the security testing and compliance processes for Highly Specialized Equipment (HSE) and End-of-Sale/End-of-Life telecom products.
Such initiatives reflect the government's commitment to facilitating ease of doing business for both domestic and international OEMs in the telecom and ICT sectors.
