Rajasthan LoP demands Manmohan Singh varsity, local jobs at HPCL Pachpadra refinery
Synopsis
Key Takeaways
Rajasthan's Leader of Opposition (LoP) Tika Ram Jully on Friday, 4 July 2025, welcomed the inauguration of the Hindustan Petroleum Corporation Limited (HPCL) Rajasthan Refinery at Pachpadra in Balotra, while pressing the Bharatiya Janata Party (BJP)-led state government to prioritise employment for local youth from Barmer, Jodhpur, the Marwar region, and across Rajasthan. He also called for a dedicated petroleum university named after former Prime Minister Manmohan Singh to be established in the Barmer region.
The University Demand
LoP Jully urged the state government to establish a Manmohan Singh Petroleum University in the Barmer region as a tribute to the former Prime Minister and economist. He said the proposed institution would offer world-class education and research facilities in the petroleum sector, helping build a pipeline of skilled professionals from Rajasthan capable of contributing to India's energy industry.
Beyond the university, Jully advocated for petroleum-related research infrastructure to be developed at existing technical and engineering colleges across the state. He said such initiatives would equip Rajasthan's students with globally competitive skills.
Congress Claims Credit for the Refinery
The veteran Indian National Congress (Congress) leader asserted that approximately 85 per cent of the refinery's construction was completed during the tenure of the previous Congress-led state government. 'It is a matter of great pride for the Congress that this refinery was conceptualised during our government and brought close to completion during our tenure,' Jully said.
He described the HPCL Rajasthan Refinery as a landmark project for the state and urged the current BJP administration to continue and expedite the infrastructure development initiated by its predecessor.
Jobs and Local Economy
Jully stressed that the refinery's economic potential could be undermined without a robust logistics network and supporting infrastructure in the surrounding region. He warned that Rajasthan's micro, small and medium enterprises (MSMEs) may not receive the full economic benefits expected from the mega project unless the state government accelerates efforts to develop a comprehensive industrial ecosystem around the facility.
He called for the creation of dedicated research and development (R&D) infrastructure in the petroleum sector, with the goal of positioning Rajasthan as not only a refining hub but also the country's leading petroleum knowledge centre.
What Comes Next
The demands place the BJP state government under pressure to detail its employment and infrastructure plans for the Pachpadra refinery zone. With the refinery now inaugurated, attention will shift to whether local hiring commitments are formalised and whether the proposed Manmohan Singh Petroleum University gains traction in budget discussions. The development of ancillary industries and R&D facilities will be closely watched by businesses and communities across the Marwar belt.
