The programme was conducted with resource persons drawn from the Information Technology Department and was attended by senior police officers and personnel from various sections of the PHQ.
DGP Singh described the training as the first concrete step toward a full-scale rollout, urging all participants to actively engage with the new digital workflows to ensure a smooth transition. He said the e-Office system would streamline official procedures and improve administrative coordination across all police establishments in the state.
What the e-Office System Aims to Achieve
According to officials, the e-Office system is designed to create a simplified, responsive, effective, accountable, and transparent work environment by replacing conventional paper-based processes with modern digital workflows. The shift is expected to reduce procedural delays, improve inter-departmental coordination, and make police services more citizen-friendly.
'The e-Office system in the police department will not only improve policing and administrative efficiency but will also benefit the public by enabling faster, more transparent and citizen-friendly delivery of police services,' a senior police official said.
Participants in the training are expected to lead the phased rollout of the system across all units of Manipur Police in the coming weeks.
E-Malkhana: A Parallel Digital Initiative
The e-Office rollout comes alongside another digital first for the state — the introduction of the E-Malkhana system, designed to modernise the management of Malkhanas, the designated storehouses for seized property and case exhibits at police station level.
The Malkhana of Irilbung Police Station in Imphal East district has already been upgraded and converted into an E-Malkhana under the new system. The initiative was led by Imphal East district Superintendent of Police Shivanand Surve and police official Pooja Malani, both IPS officers.
How E-Malkhana Works
Under the E-Malkhana system, every seized item and exhibit is catalogued and digitally recorded. Each item is assigned a unique barcode containing detailed information — including the FIR number, relevant sections of law, the name of the Investigating Officer, exhibit descriptions, photographs, current status, and disposal details.
The barcode is linked directly to the concerned case record, enabling quick identification, verification, and retrieval of exhibits during investigations or court proceedings. Officials noted that the system minimises the risk of misplacement, duplication, and procedural delays that have historically plagued conventional Malkhana record-keeping.

Taken together, the e-Office and E-Malkhana initiatives represent the most comprehensive digital overhaul of Manipur Police's administrative infrastructure to date.
