Aizawl, March 2 (NationPress) In a historic move, the government of Mizoram has allocated Rs 1 crore to each of the 11 districts on Monday, aiming to facilitate the execution of essential projects outlined in their district plans, according to officials.
The Chief Minister, Lalduhoma, distributed the District Catalytic Intervention Plan Fund, granting Rs 1 crore to every district to ensure the successful implementation of localized development initiatives.
During the fund distribution, the Chief Minister presented the cheques formally.
While addressing the significance of this initiative, Chief Minister Lalduhoma pointed out that, despite the previous establishment of District Planning Committees, there had been no dedicated financial backing to implement their strategies effectively.
"This is the first time in Mizoram that we are providing Rs 1 crore to each district to accomplish their prioritized projects," he remarked.
He underscored the state government's dedication to empowering districts by allowing them to create their own development plans and offering the necessary financial support for successful execution.
The initiative is a crucial element of the state government's flagship program, 'Mizoram Bana Kaih' (Hand Holding Scheme).
An official from the Chief Minister's Office (CMO) mentioned that substantial authority has been granted to the Deputy Commissioners (DCs), who will lead the preparation of project proposals.
The effectiveness of this fund will heavily rely on the responsibility and commitment of the DCs.
"This is just the start. If we manage the funds wisely, additional allocations can follow in the future," stated the Chief Minister.
Vanlaldina Fanai, the Commissioner (Planning) for the Mizoram government, affirmed that this is the first instance of funds being directly allocated to Deputy Commissioners to actively promote district development.
He commended the initiative as a progressive step toward bolstering grassroots governance.
Lalmalsawma Pachuau, Secretary (Planning) for the Mizoram government, detailed the overarching modalities for implementing the Catalytic Intervention Plan.
Speaking on behalf of the Deputy Commissioners, Lalhriatpuia, the Deputy Commissioner of Aizawl district, expressed gratitude toward the state government for this initiative.
He noted that district projects would align with the Mizoram District Transformation Programme and would adopt a convergence approach with other schemes whenever possible.
"We appreciate the government's support and are fully committed to achieving positive outcomes," he concluded.
The funding is provided under Component 5 (Hand Holding Scheme) of the Decentralised Plan.
Officials indicated that future allocations would depend on the performance and effective utilization of these funds.
