New Delhi, Sep 25 (NationPress) The Election Commission of India (ECI) revealed on Thursday its 30th significant initiative in just six months — a fresh directive designed to enhance the vote counting process, especially concerning postal ballots.
This initiative, detailed in a press release, aims to minimize delays and promote greater clarity and uniformity during the vote counting.
The ECI's decision was prompted by a notable rise in postal ballots, a consequence of recent measures like home voting for Persons with Disabilities (PwDs) and senior citizens over the age of 85.
While postal ballot counting generally wraps up before counting votes from Electronic Voting Machines (EVMs), this new directive aims to formalize the existing process.
According to the new guideline, “The penultimate round of EVM/VVPATs counting shall commence only after the completion of Postal Ballot Papers counting at the designated counting center”, stated the ECI in its release.
The commission has also instructed that “in situations where there is a significant volume of postal ballots, the Returning Officers (ROs) must ensure that adequate tables and counting personnel are available to prevent delays and further streamline the counting process.”
This announcement is highlighted as a crucial step in improving the overall counting procedure.
This initiative is part of a wider array of electoral reforms that the ECI has implemented over the previous half-year.
The prior 29 measures have included efforts to enhance voter convenience, fortify electoral systems, and boost technological integration.
These measures encompass a mobile deposit option for voters, the removal of 808 Registered Unrecognised Political Parties (RUPPs), limiting the number of electors per polling station to no more than 1,200 to alleviate congestion, issuing Standard Photo ID Cards to Booth Level Officers (BLOs), conducting 4,719 all-party meetings across EROs, DEOs, and CEOs, and launching the ECINET digital platform.
