Higher Education Minister Inder Singh Parmar told the Madhya Pradesh Legislative Assembly on Monday, 20 July that the state government has taken no decision to rename Barkatullah University, Bhopal. The clarification came in a written reply during the ongoing Monsoon Session, putting to rest immediate speculation about a name change at one of the state's premier higher education institutions.

What the Minister Said

The question was raised by Atif Arif Aqueel, a Congress Member of Legislative Assembly, who sought details on whether the government planned to rename the university — which was established in 1988 — and what the proposed new name might be. Parmar's written response was categorical: 'no' decision has been taken, and the remaining parts of the question, including the proposed name and government intent, therefore do not arise.

On the legal process, the minister clarified that any future name change would require legislative action. 'To change the name of a university, the Act governing it has to be amended through a Bill,' Parmar stated, underscoring that such a step would need to clear the Assembly itself.

The Question on Barkatullah Bhopali's Legacy

Aqueel also asked whether the government recognises Dr Barkatullah Bhopali — the renowned revolutionary scholar and freedom fighter after whom the university is named — as a freedom fighter, and whether renaming a university bearing his name would be appropriate. The minister responded that information on this aspect is being collected, adding that the question does not arise given the earlier answer on the rename decision.

Background: The Executive Council Resolution

The query did not emerge in a vacuum. On 3 June this year, the university's executive council passed a resolution proposing to rename the institution 'Vagdevi Bhopal University', triggering sharp reactions from Opposition parties across Madhya Pradesh. Critics linked the proposal to a broader pattern of revisiting historical nomenclature tied to freedom fighters from minority communities, and questioned the appropriateness of altering the legacy of Maulana Barkatullah Bhopali, a significant figure in India's independence movement.

The executive council's resolution, however, does not translate into a government decision — any such change would require the state government to introduce and pass an amendment Bill in the Assembly, as the minister reiterated.
