Bhubaneswar, Sep 10 (NationPress) The Odisha Cabinet convened on Wednesday and granted approval to five pivotal proposals, including the in-principle endorsement of the “New City Development Scheme”. This initiative aspires to establish a contemporary and inclusive urban center within the Bhubaneswar Development Plan Area (BDPA).
The decision was reached during a state cabinet meeting presided over by Chief Minister Mohan Charan Majhi at the Lok Seva Bhawan.
This ambitious project, encompassing nearly 800 acres across the mauzas of Gothapatna, Malipada, and Daspur, is envisioned as a multi-economic growth zone that aligns with the state’s long-term development strategy, “Vikshit Odisha 2036.”
According to an official statement, the New City aims to realize “Housing for All” by offering diverse housing options that cater to the affordability and requirements of various income groups.
Moreover, the city is set to feature cutting-edge infrastructure, including MICE (Meetings, Incentives, Conferences, and Exhibitions) facilities, innovative plug-and-play hubs, data management centers, central forest parks, gateway plazas, and expansive public open spaces to encourage community interaction.
The Bhubaneswar Development Authority (BDA) has been appointed as the central agency for executing the scheme, which is currently in different phases of planning and initial implementation.
Recently, the BDA formalized a Memorandum of Understanding (MoU) with a private firm on January 17, attended by the President of Singapore and the Chief Minister of Odisha.
This firm will provide consultancy services for devising the master plan and offering advisory support for urban infrastructure development in the Greenfield Township. The BDA anticipates a total investment of Rs 8,179 crore over the next 15 years, combining both public and private sectors.
An initial budget allocation of Rs 1,342 crore has been proposed for the first five years (2025-26 to 2029-30), which will be dedicated to land acquisition, road construction, core utility infrastructure, public amenities, and administrative contingencies.
Additionally, the Odisha Cabinet approved changes to the Odisha Panchayat Samiti Accounting Procedure Rules, 2002, aimed at accelerating developmental activities and ensuring timely project execution at the grassroots level.
The state government plans to significantly enhance the financial authority of officials for technical sanction and administrative approval.
