Bhubaneswar, April 23 (NationPress) The Odisha Cabinet has sanctioned six significant proposals from five distinct departments during a meeting led by Chief Minister Mohan Charan Majhi this Wednesday.

In this meeting, the Cabinet ratified the Odisha Children's and Women's Welfare Service (Amendment) Rules, 2025, which stipulates that a bachelor's degree is now a prerequisite for an Anganwadi worker to be promoted to the role of supervisor under the Integrated Child Development Services (ICDS).

Chief Secretary Manoj Ahuja informed the press that half of the Supervisor roles (Cadre of Junior Grade of Service) under the ICDS program are filled by promoting Anganwadi Workers, while the remaining positions are filled through direct recruitment.

Ahuja elaborated that, according to the current provisions of the Odisha Children's and Women's Welfare Service Rules, 1989, an Anganwadi worker must have passed the High School Certificate (HSC) or an equivalent examination from the Board of Secondary Education, Odisha or any equivalent Board/Council to qualify for promotion to ICDS Supervisor (the cadre of Junior Grade of Service).

“Under the new Amendment rule, an Anganwadi Worker is required to possess a Graduation degree or an equivalent qualification from any recognized University for selection to the Cadre of Junior Grade of Service,” the state government stated in a press release on Wednesday.

Ahuja emphasized that with the increasing responsibilities and the integration of technology and IT, the eligibility requirements for Anganwadi workers have been elevated to a graduation degree rather than just matriculation.

Nevertheless, the Chief Secretary made it clear that the current amendment will not affect existing Anganwadi Workers, who will continue under the pre-amended guidelines.

The current Anganwadi Workers will be evaluated for selection based on the previous qualifications.

Additionally, the state Cabinet approved the government's proposal to establish 24 new roles by restructuring the Odisha Subordinate Welfare Service (OSWS) and Odisha Welfare Service (OWS) Cadres to facilitate the seamless implementation of various welfare and development initiatives aimed at marginalized groups, including Tribals and PVTGs.

Moreover, the state Cabinet endorsed four additional projects across various departments during its meeting on Wednesday.
