Over 4,500 International Civil Servants Trained in India Over the Past Decade

New Delhi, Dec 5 (NationPress) More than 4,500 international civil servants from 32 nations have traveled to India for training as part of the mid-career capacity-building programme on public policy and governance during the period of 2014-2024, Union Minister of State for Personnel Jitendra Singh informed the Lok Sabha.

The capacity-building programme focuses on best practices and innovations in governance, facilitating the sharing and replication of India's good governance models in other nations, the minister noted in a written response.

According to Singh, the Department of Administrative Reforms and Public Grievances (DARPG), part of the Ministry of Personnel, Public Grievances and Pensions, is responsible for conducting capacity-building training for international civil servants through the National Centre for Good Governance (NCGG), an autonomous body under its purview.

DARPG/NCGG has established Memorandum of Understandings (MoUs) with countries including the United Kingdom, France, Portugal, Singapore, Bangladesh, Australia, Cambodia, Gambia, Maldives, and Malaysia concerning reforms in public administration, public policy, and governance, Singh stated.

During the timeframe of 2014 to 2024, over 4,500 international civil servants from 32 countries have participated in NCGG's mid-career capacity-building programme on public policy and governance, he added.

The overall number of civil servants to be trained by 2029 will be determined by the requests and needs of the partner countries under existing MoUs and other bilateral arrangements, the minister explained.

Recently, External Affairs Minister Dr S. Jaishankar and his Maldivian counterpart, Moosa Zameer, renewed an MoU to train 1,000 Maldivian civil service officers from 2024 to 2029.

This renewed collaboration aims to further enhance the skills of Maldivian civil servants in public policy, governance, and field administration, thereby strengthening the relationship between India and Maldives.

In addition, the Indian government has initiated a novel programme to boost civil servant training throughout the nation, targeting the empowerment of 3.2 million officials via a comprehensive digital training module.

This initiative, which is part of the National Programme for Civil Services Capacity Building (NPCSCB), is also referred to as Mission Karmayogi. Union Minister Jitendra Singh made this announcement during the inaugural National Training Conclave held at Pragati Maidan this week, stressing the necessity for civil servants to adapt to the rapidly changing demands of public service.
