Assam Governor Lakshman Prasad Acharya on Friday, 15 May administered the oath of office to senior Bharatiya Janata Party (BJP) leader Chandra Mohan Patowary as the Pro-tem Speaker of the 16th Assam Legislative Assembly at a ceremony held at Lok Bhavan in Guwahati. The swearing-in was conducted under Clause (1) of Article 180 of the Constitution of India.

Ceremony and Key Attendees

The formal proceedings were initiated after Dulal Pegu, Secretary of the Assam Legislative Assembly, sought the Governor's permission to commence the programme. Commissioner and Secretary to the Governor S.S. Meenakshi Sundaram, along with other senior officials of Lok Bhavan and the Assembly, were present at the function.

Role of the Pro-tem Speaker

As Pro-tem Speaker, Patowary will preside over the initial sittings of the newly constituted Assembly and administer the oath of office to all newly elected members before the election of a full-time Speaker. The Assembly session is scheduled to run from 21 May to 26 May, with the budget session slated for the first week of July.

Portfolio Allocations in Sarma Cabinet

A day earlier, on Thursday, Governor Acharya approved the allocation of portfolios to the newly inducted ministers in the Chief Minister Himanta Biswa Sarma-led government, as per an official communication from Raj Bhavan.

Senior BJP leader Rameswar Teli has been assigned the departments of Transformation and Development, Labour Welfare, and Tea Tribes and Adivasi Welfare. The inclusion of Tea Tribes and Adivasi Welfare in Teli's portfolio is being viewed as significant given the government's continued focus on welfare initiatives for tea garden communities across Assam.

Asom Gana Parishad (AGP) president Atul Bora has been allocated Panchayat and Rural Development, Implementation of Assam Accord, Border Protection and Development, and Excise. Political observers note that Bora's charge over border affairs and the Assam Accord implementation carries particular weight amid ongoing concerns over Assam's border areas.

Bodoland People Front (BPF) leader Charan Boro has been entrusted with the Transport department and Welfare of Bodoland, a combination expected to strengthen developmental coordination in the Bodoland Territorial Region. Senior BJP leader Ajanta Neog has been given charge of Women and Child Development and Tourism.

Cabinet Expansion on the Horizon

Along with Chief Minister Sarma, four ministers were sworn into the new Council of Ministers at the initial ceremony. A fuller cabinet expansion is expected in the first week of June, as announced by Chief Minister Sarma. The phased expansion reflects the coalition arithmetic of the BJP-led alliance in Assam, which includes the AGP and the BPF.
