Telangana Chief Minister A. Revanth Reddy on Tuesday, 2 June declared his ambition to transform Telangana into a global gateway — not merely for India but for the world — anchoring that vision in the newly unveiled 'Telangana Rising - 2047' master plan. Speaking at the Telangana Formation Day celebrations at Parade Grounds, Hyderabad, he set out concrete economic targets: a one-trillion US dollar state economy by 2034 and a three-trillion-dollar economy by 2047.

A Three-Zone Blueprint for the State

The Telangana Rising - 2047 vision document divides the state into three strategic zones — CURE, PURE, and RARE — each with a distinct development mandate. Revanth Reddy claimed this is the first master plan in India to encompass an entire state under a single integrated framework.

The CURE zone covers the region within the Outer Ring Road around Greater Hyderabad, earmarked as a world-class, eco-friendly services hub. Under the HILT Policy, polluting industries are being relocated beyond the Outer Ring Road. The government is also incentivising electric vehicle (EV) adoption through exemptions on registration fees, road taxes, and lifetime tax.

The PURE (Peri-Urban Region Economy) zone, situated between the Outer Ring Road and a new Regional Ring Road under construction, is being developed as an infrastructure and manufacturing corridor. A flagship project within this zone is 'Bharat Future City' — a greenfield smart city planned across 30,000 acres. Shamshabad is being developed as a bullet train hub to anchor regional connectivity.

The RARE zone spans from the Regional Ring Road to Telangana's state borders, covering agriculture, agro-based industries, irrigation, crop diversification, and agricultural research. Revanth Reddy described this zone as 'the very heart of Telangana's DNA.'

Agriculture at the Core of the Vision

Telangana recorded a 236.87 lakh tonne food grain production in 2025-26, according to state government estimates — described as a record high. The Chief Minister stated that the state government has spent ₹1,56,496 crore on agriculture and farmer welfare over the past two and a half years.

On crop procurement, Revanth Reddy said the government has spent ₹82,840 crore on direct procurement since taking office in December 2023. During the current Rabi (Yasangi) season, paddy procurement is being conducted through 8,575 procurement centres across the state. So far, 63.65 lakh metric tonnes of paddy have been procured, with ₹11,903 crore deposited directly into farmers' accounts. He also noted that nearly 10,000 metric tonnes of wet paddy was procured to protect farmers in areas where unseasonal rains damaged harvests.

Revanth Reddy claimed that Telangana now accounts for 60 per cent of total paddy procured nationally during the Yasangi season, adding: 'Today, no other state in the country is in a position to compete with Telangana in paddy procurement.'

Welfare and Social Justice Commitments

The Chief Minister asserted that his government has given equal priority to development and welfare since assuming office on 7 December 2023. He stated the administration has been implementing welfare schemes for farmers, youth, and women, alongside initiatives for SC, ST, BC, minority, and economically weaker sections. 'Our ultimate goal is the welfare of Telangana people and the development of the state. Our top priority is the eradication of poverty,' he said.

What Comes Next

The state government has urged farmers to diversify crop production as part of the broader agricultural transformation agenda. With the Bharat Future City project and the Regional Ring Road still in development, the scale of execution will be closely watched. The Telangana Rising - 2047 document now serves as the government's publicly stated roadmap, making its milestones — particularly the 2034 economic target — measurable benchmarks for accountability in the years ahead.
