It includes 20 actionable recommendations along with a strategic action plan that designates implementation responsibilities and measurable performance indicators for each recommendation.
According to a statement from NITI Aayog, the report provides essential insights, identifies challenges, and proposes actionable recommendations to fortify the apprenticeship system as a foundational element of India’s skilling and employment strategy.
Dr. Arvind Virmani, Member (Skill Development, Labour and Employment) at NITI Aayog, pointed out that the apprenticeship ecosystem is vital for cultivating a skilled, productive, and future-ready workforce.
He stressed that as India progresses towards the vision of Viksit Bharat by 2047, skilling initiatives must adapt in both scale and quality to meet the aspirations of the youth and the demands of the economy.
The report categorizes its recommendations into five interconnected pillars: policy and systemic reforms, structural and regulatory enhancements, state and district-specific interventions, engagement with industry and employers, and support mechanisms for apprentices and aspirants.
It also compiles best practices from various states, industries, and international experiences, positioning apprenticeships as a strategic investment in human capital and national competitiveness.
Additionally, India’s portion of global electronics demand has surged at a remarkable compound annual growth rate (CAGR) of 17.2%, significantly exceeding the global growth rate of 4.4% between 2015 and 2024, primarily fueled by a significant increase in mobile phone exports, according to NITI Aayog's Trade Watch Quarterly report for July-September 2025-26.
The report highlights that after establishing a strong presence in assembly and system integration, India is now embarking on the next phase of its electronics journey, decisively advancing towards component manufacturing and higher value addition.
