The Corruption Allegations
The case stems from an FIR registered on 11 May 2024 at the ACB police station, filed on a complaint from the GNCTD's Directorate of Vigilance. The FIR invokes Sections 7, 7A, 9 and 13 of the Prevention of Corruption Act, 1988 (as amended in 2018), along with Sections 420, 409, 418 and 120-B of the Indian Penal Code.
According to the ACB, investigators found that the DJB's tendering process for STP upgradation projects contained restrictive technical specifications allegedly designed to favour M/s Euroteck Environment Private Limited. The agency alleged that a proposed pilot study for the upgradation work was never conducted, that essential treated-effluent parameters were excluded from the tender, and that technical specifications were subsequently altered — moves investigators claim had significant financial implications for the government exchequer.
The Alleged Money Trail
The financial investigation has focused on an alleged flow of bribe money through intermediary entities. According to the ACB, Udit Prakash Rai allegedly received bribes totalling around ₹1.52 crore in his own and his relatives' bank accounts through banking channels from M/s AN Enterprises, the proprietorship concern of Nagendra Yadav. Investigators have further alleged that the funds transferred through M/s AN Enterprises originated from M/s Euroteck, the technology provider at the centre of the STP project. The money was subsequently allegedly used for the purchase of immovable property, according to the ACB.
Electronic Evidence and the Alleged Nexus
Analysis of electronic evidence allegedly revealed exchanges of restrictive tender conditions, corrigendums and project-related documents between Raja Kumar Kurra, Nagendra Yadav and Ankit Srivastava. The ACB has described these communications as pointing towards a nexus between private persons and public functionaries aimed at influencing tender conditions in favour of M/s Euroteck. Investigators allege that some of these conditions and documents were subsequently incorporated into the STP tender issued by the DJB.

The ACB has stated that the complete money trail and alleged proceeds of crime are still being examined, and that further investigation is in progress. The arrests mark a significant escalation in the probe, which has now reached a former cabinet minister and a senior IAS officer. This is not the first time Satyendar Jain has faced arrest in a corruption case — he was previously held by the Enforcement Directorate in a money-laundering matter in 2022.
