New Delhi, Sep 1 (NationPress) TCA Kalyani, an officer of the Indian Civil Accounts Service (ICAS) from the 1991 batch, officially took on her role as the new Controller General of Accounts (CGA) in India on Monday.
She becomes the 29th individual to occupy this esteemed position within the Department of Expenditure under the Ministry of Finance.
Throughout her extensive career, Kalyani has served in several significant ministries, including Defence, Telecom, Fertilisers, Finance, Social Justice and Empowerment, Information and Broadcasting, and Home.
“Kalyani has been a strong advocate for transparency and efficiency in public service delivery through technological advancements. Her leadership was instrumental in launching the Direct Benefit Transfer (DBT) scheme aimed at providing assistance to farmers for fertiliser purchases from the Government of India,” stated the Finance Ministry.
Beyond her government service, Kalyani played a crucial role at Mahanagar Telephone Nigam Limited (MTNL), where she led digital transformation initiatives including online bill payments and payment kiosks. Additionally, she was pivotal in reviving the Fertiliser Corporation of India Limited.
Prior to her current role, Kalyani held the position of Principal Chief Controller of Accounts (Pr. CCA) at the Ministry of Home Affairs, where she managed the budgeting and accounting for one of the largest ministries in the government, as per the official statement.
Kalyani is a Gold Medallist from the University of Delhi, holding a BA in Political Science from Lady Shri Ram College. She also possesses an MA in International Politics and an MPhil in West European Studies from Jawahar Lal University. With over 34 years of exemplary service, she is well-versed in public financial management, accounting, governance, and administration.
“With her vast experience and established leadership skills, Kalyani is expected to enhance the country’s Public Financial Management systems while driving innovation and transparency in government accounting,” added the official statement.
