The Chief Minister also reviewed the persistent problems faced by contract and outsourcing employees in the state. Officials informed him that of approximately 4,800 contract and outsourcing agencies operating in Telangana, as many as 4,300 are failing to remit ESI and PF contributions for their workers — even after receiving payments from the government.
Revanth Reddy directed that strict action be taken against agencies not paying salaries on time, and mandated that all such employees receive their salaries on the first day of every month. This comes amid longstanding complaints from contract workers across state departments about irregular and delayed wage disbursements.
Digitising Employee Data Across Departments
The Chief Minister ordered the complete digitisation of data pertaining to both contract and outsourcing employees as well as regular government staff — covering salary details and bank account information. This data infrastructure is intended to facilitate prompt salary transfers and enable the implementation of health cards and other welfare benefits.
A dedicated monitoring system under the Finance Department was also proposed to ensure continuous oversight of salary disbursements and compliance by agencies. The move signals a shift from manual, agency-dependent payroll processing to a government-controlled digital pipeline.
