Aizawl, Oct 7 (NationPress) Mizoram Chief Minister Lalduhoma highlighted that persistent delays in case management have hindered the government's progress, emphasizing the necessity for enhanced discipline, efficiency, and timely management. During the inauguration of a training program for government advocates, public prosecutors, and nodal officers organized by the Law and Judicial Department in Aizawl on Tuesday, the Chief Minister reminded attendees that government advocates are not just court representatives but also serve as the voices of the government and guardians of justice.
"They must consistently uphold integrity, fairness, and the public interest, as their actions mirror the government's dedication to justice," CM Lalduhoma stated, urging them to embody this responsibility.
He remarked that both in public service and private practice, a competent lawyer is recognized by their achievements, and thus advocates should aim for professional excellence and ongoing improvement.
The Chief Minister acknowledged the sincerity and dedication of many officers and advocates, expressing his profound appreciation.
He stressed the importance of strictly following the office memorandum on the 'Procedure for Handling Litigation and Matters Connected Therewith', issued by the Law and Judicial Department, noting that the effective implementation of this guideline is crucial for enhanced legal coordination.
Regarding recent legal reforms, CM Lalduhoma indicated that the government is proactively working to implement three new Central Criminal Laws and the Inter-Operable Criminal Justice System (ICJS) effectively.
To facilitate this, steps are being taken to establish a Directorate of Prosecution, he mentioned, adding that a study group has already submitted its recommendations, and actions are underway for cabinet approval.
The Chief Minister emphasized the vital role of Nodal Officers, who act as key coordinators on legal issues within their departments and should maintain robust communication and collaboration with government advocates.
He recommended that officers should not depend solely on written correspondence but also engage in direct communication via phone or meetings to avoid delays and misunderstandings.
Poor communication has frequently led to challenges for the government, which he stated must be prevented in the future.
The training's goal is not just to enhance knowledge but to deepen the commitment to serving the state with integrity and professionalism.

In his remarks, Secretary of the Law and Judicial Department, T.L. Guite, noted that while similar training programs had been conducted in the past, they could not be held regularly due to various limitations.
