Governor Rajendra Vishwanath Arlekar on Thursday, 18 June laid out the vision, priorities, and policy direction of the newly elected Tamil Nadu Vetri Kazhagam (TVK)-led government during his inaugural address to the first sitting of the 17th Tamil Nadu Legislative Assembly at Fort St. George, Chennai. The address formally marked the commencement of the new administration's legislative term.

A Historic Political Transformation

Arlekar described the TVK's rise to power as a historic political shift, noting that the party had overcome considerable challenges to form the government within just two years of its founding. He characterised Chief Minister C. Joseph Vijay's electoral victory as a remarkable achievement, attributing it to a 'whistle revolution' that had deeply resonated with the people of Tamil Nadu.

The Governor said the government would draw its guiding principles from the ideals of social reformer Periyar E.V. Ramasamy, former Chief Minister K. Kamaraj, freedom fighter Rani Velu Nachiyar, and social activist Anjalai Ammal.

Key Welfare and Reform Priorities

Arlekar outlined several immediate priorities for the administration. The government, he said, would focus on safeguarding the rights of Tamil Nadu while placing the welfare of women and children at the forefront of its agenda. He also reaffirmed the administration's commitment to building a drug-free Tamil Nadu, pointing to the closure of 717 TASMAC liquor outlets as an early reform measure. The Lions Task Force, aimed at reinforcing public safety and social welfare, was cited as another initiative already under way despite prevailing fiscal pressures.

Centre-State Relations and Infrastructure Demands

The Governor used the occasion to press the Union government on several pending financial and infrastructure matters. He said Chief Minister Vijay had urged the Centre to release funds owed to Tamil Nadu and to approve major development projects, including proposed Metro Rail networks for Madurai and Coimbatore. Arlekar expressed confidence that the Centre would respond positively, saying timely approvals and funding would accelerate infrastructure growth and economic development across the state.

Opposition to NEP and Language Policy

On education, the Governor reaffirmed the TVK government's adherence to the existing two-language policy and its opposition to the National Education Policy (NEP). He argued that Central education funds should not be conditional on the adoption of the three-language formula, and called on the Union government to reconsider its position — a stance that echoes the long-standing dispute between Tamil Nadu and the Centre on linguistic and educational autonomy.

Ceremonial Proceedings

Earlier in the day, Arlekar arrived at Fort St. George and received a ceremonial reception. He was welcomed by Speaker J.C.D. Prabhakar and Assembly Secretary Shanthi before proceeding to the Assembly Hall. His address commenced following the Tamil invocation and the National Anthem. The Governor assured the House that the TVK government would honour its electoral promises to the people, notwithstanding the state's fiscal constraints.

With its legislative term now formally under way, the TVK government faces the twin challenge of delivering on ambitious welfare commitments while navigating a strained fiscal position and ongoing disputes with the Centre.
