The Uttar Pradesh government will launch Divyangjan Rozgar Abhiyan 3.0 across the state from 3 to 10 August, a week-long campaign designed to connect persons with disabilities with employment, self-employment, skill development, and financial support. Government officials announced the initiative on 30 July, describing it as a coordinated push involving state departments, industries, MSMEs, and banks.

What the Campaign Covers

Special employment camps will be held at all Government Industrial Training Institutes (ITIs) across Uttar Pradesh during the campaign period. Participants will be matched with job vacancies based on their qualifications and existing skills, and will also receive detailed information about self-employment schemes available to them.

District Industries and Export Promotion Centres will coordinate with industrial units and commercial establishments to identify and map available vacancies. The MSME Department and partner banks will facilitate access to self-employment loans and broader financial support for eligible beneficiaries.

What the Government Said

Minister of State (Independent Charge) for Vocational Education, Skill Development and Entrepreneurship, Kapil Dev Aggarwal, said that under Chief Minister Yogi Adityanath's leadership, ensuring dignified livelihood opportunities for persons with disabilities is a key priority of the state government.

Aggarwal added that the Uttar Pradesh Skill Development Mission has designed this campaign to benefit both skill-trained Divyangjan and other eligible youth by aligning them with suitable opportunities based on their individual profiles.

How Beneficiaries Will Be Reached

District Divyangjan Empowerment Officers and District Employment Assistance Officers will work to connect registered candidates on the Rozgar Sangam portal with available positions. District-level committees, each led by the Chief Development Officer (CDO), have been constituted in every district to oversee coordination and monitor progress.

Beneficiary data compiled across all districts will be submitted to the state government by 10 August. The five best-performing districts — those generating the highest employment and self-employment outcomes — will be recognised at the state level, with District Magistrates and their teams receiving certificates of appreciation.

Reviewing Past Impact

A notable feature of this third edition is the physical verification of beneficiaries from the previous two rounds of the Abhiyan. This assessment will examine their current employment status and measure the long-term impact of earlier interventions — a step that signals an attempt to move beyond headline numbers toward measurable outcomes.

Preparations for the campaign were reviewed on 30 July by Mission Director Pulkit Khare during a virtual meeting with CDOs and other concerned officials across the state.

With the campaign running through 10 August, district-level outcomes will feed into a state-level assessment that could shape future editions of the Abhiyan. The recognition framework for top-performing districts adds a competitive accountability layer that officials say is intended to drive genuine outcomes rather than participation numbers alone.
