Bhubaneswar, Sep 25 (NationPress) CLP leader Rama Chandra Kadam on Thursday addressed a letter to Chief Minister Mohan Charan Majhi demanding decisive action against officials implicated in the purported financial misappropriation involving schemes designed for Scheduled Tribes and Scheduled Castes in Odisha.
In his correspondence, Kadam referenced the report from the Comptroller and Auditor General (CAG), which was presented in the Odisha Assembly on Wednesday, highlighting significant irregularities in transactions under the Integrated Tribal Development Agency (ITDA).
“With all due respect, I wish to draw your esteemed attention to the serious irregularities and financial misappropriation detailed in the recent CAG report concerning the ST/SC Development Schemes under ITDA in Odisha,” Kadam penned.
The audit raised alarms regarding the diversion of funds allocated for welfare schemes, allegedly laundered by Assistant Engineers (AEs) and Junior Engineers (JEs).
He further accused officials of misusing funds intended for the empowerment of vulnerable communities.
“The report underscores severe lapses in financial transactions, with these funds being exploited for money laundering by AEs and JEs. These funds are designated for the upliftment and welfare of the most vulnerable communities. Such unethical and unlawful conduct by AEs and JEs not only undermines the essence of these crucial welfare schemes but also diminishes public trust in the administration,” asserted the senior Congress leader.
Kadam urged the Chief Minister to launch an independent, expedited investigation into the alleged misappropriation of public funds and to hold accountable all individuals involved. He also requested the Chief Minister to facilitate the recovery of the misappropriated funds and to establish stronger oversight mechanisms to guarantee transparency in the implementation of various welfare schemes in the future.
Moreover, Kadam emphasized the necessity of publicizing the findings and actions taken against the errant officials to restore faith within ST/SC communities.
“The ST/SC communities in Odisha have historically depended on government welfare initiatives to overcome systemic disadvantages. The misuse of funds allocated for their development constitutes not just a financial crime but a profound betrayal of their trust and future,” the letter indicated.
Kadam demanded stringent and exemplary measures against the officials allegedly involved, asserting that such actions would reinforce the values of justice, accountability, and inclusive development.
It is pertinent to note that the audit, which spans 2018–19 to 2022–23 across 11 sampled ITDAs, uncovered suspected misappropriation totaling Rs 148.75 crore from 71 bank accounts managed by Junior and Assistant Engineers.
