Uttarakhand grounds ₹1.01 lakh crore in investments post Global Investors Summit 2023
Synopsis
Key Takeaways
Uttarakhand's Secretary Industries and Secretary to the Chief Minister, Vinay Shankar Pandey, on Sunday, 18 October 2026, confirmed that investments worth over ₹1.01 lakh crore have been grounded in the state — directly countering social media claims questioning the outcomes of the Global Investors Summit (GIS) 2023. The official's remarks came as the state government sought to defend the credibility of its flagship investment conclave held in December 2023.
GIS 2023 and What Was Promised
Memoranda of Understanding (MoUs) worth approximately ₹3.56 lakh crore were signed during the Global Investors Summit held in December 2023. Since then, the state has conducted a series of groundbreaking ceremonies to progressively convert those proposals into on-ground projects. Pandey maintained that all investment figures are publicly accessible on government portals, including those of the Industries Department, UK SPICE, and the Single Window System — with project-level details, concerned departments, and locations recorded transparently.
Next Tranche and Upcoming Ceremony
Preparations are reportedly underway to ground the next tranche of investments worth approximately ₹24,000 crore, the details of which have already been uploaded to the Single Window System. A fourth Ground Breaking Ceremony is expected to be organised shortly. The state uses a network of Nivesh Mitras — dedicated investment facilitators — to maintain regular communication with investors, help resolve procedural bottlenecks, and keep projects moving forward.
Geography, Ecology, and Industrial Limits
Acknowledging structural constraints, Pandey noted that nearly 70 per cent of Uttarakhand's geographical area is forested, limiting the scope for large-scale industrialisation. Industrial potential is concentrated primarily in Dehradun, Haridwar, Udham Singh Nagar, and select parts of Nainital. Industrial policies, he said, have been shaped in line with the vision of Chief Minister Pushkar Singh Dhami to maintain a balance between ecology and the economy while maximising employment generation.
Defence of Small Investors and Local Businesses
Addressing criticism that small ventures such as flour mills and mobile phone shops were being counted in the investment tally, Pandey pushed back firmly. He argued that questioning the inclusion of small enterprises reflects a flawed understanding of investment and economic contribution. He cited Chief Minister Dhami's explicit instructions that entrepreneurs of all scales — from the largest industrialists to the smallest business owners — must be accorded equal respect. 'If a local person invests ₹10,000 of their hard-earned money to start a small business, it also makes a significant contribution to the state's economy and employment generation,' Pandey said.
A Call for Ground-Level Scrutiny
Concluding his remarks, the Secretary appealed to media and other stakeholders to visit project sites directly, interact with entrepreneurs, and assess progress based on verified ground realities rather than social media narratives. This comes amid a broader national pattern where states increasingly face public scrutiny over the gap between MoU announcements at investor summits and actual project implementation — a criticism that has been levelled at multiple state governments across India. Uttarakhand's response signals an intent to frame its record transparently, with the fourth groundbreaking ceremony expected to serve as the next public proof point.
