The Indian National Congress on Monday, 31 August announced nationwide street protests after an FIR was registered against Leader of Opposition Rahul Gandhi over his remarks on a 'shuddhikaran' (purification) ceremony allegedly performed at the Ramlila Ground in Haldwani, Uttarakhand — the same venue where Congress president Mallikarjun Kharge had addressed a public rally. The party declared it would not stand down until the FIR was withdrawn and those responsible for the purification ritual faced prosecution.

What Venugopal Said on X

Congress general secretary K.C. Venugopal posted on social media platform X, calling the FIR a case of 'the pot calling the kettle black.' In his post, Venugopal wrote: 'The day after LOP Rahul Gandhi ji's bold Press Conference demanding that BJP workers be prosecuted for the 'purification' done after Kharge ji's rally, the Uttarakhand Police has filed an FIR against Rahul ji himself!'

He further alleged that the Bharatiya Janata Party (BJP) had 'jumped in to defend this abhorrently casteist behaviour — showing to the entire world that they are the biggest perpetrators of social injustice today.' Venugopal announced that Congress workers would be 'on the streets' the same evening, demanding prosecution of BJP leaders and the scrapping of what he termed a 'frivolous FIR' against Gandhi.

The FIR Against Rahul Gandhi

The FIR was registered at the Haldwani police station following a complaint by Amit Kumar, a resident of Jawahar Nagar and a member of the Shri Ram Sena Dharmarth Seva Nyas, who identified himself as belonging to the Scheduled Caste community. Kumar alleged that Gandhi's remarks at a press conference in Delhi on 29 August misrepresented a religious ritual and hurt the sentiments of the Valmiki community.

The FIR invokes multiple provisions of the Bharatiya Nyaya Sanhita (BNS) relating to promotion of enmity between groups and deliberate acts intended to outrage religious feelings. Provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 have also been applied, according to police.

How the Controversy Began

The political row traces back to 11 August, when some individuals allegedly performed a purification yajna at the Ramlila Ground in Haldwani — three days after Kharge addressed a public meeting at the same venue on 8 August. Congress framed the act as a deliberate casteist insult directed at its president.

The BJP, however, defended the ritual, claiming the venue had been left littered after Kharge's rally and that slogans raised there were inappropriate for a religious site. The complainant, Kumar, maintained that people from various sections of society — including Scheduled Caste members — participated in the ceremony, and that it had 'no connection' with Kharge's caste.

Congress vs BJP: The Political Stakes

Congress has characterised the entire episode as evidence of what it describes as the BJP's 'anti-Dalit mindset,' while the BJP counters that Gandhi's press conference remarks unfairly portrayed a religious act as an exercise in untouchability. The dispute has escalated into a broader confrontation over constitutional values and Dalit rights, with both parties staking out sharply opposed positions ahead of what is expected to be a charged political season.

With Congress workers mobilising across the country and the FIR against Gandhi drawing national attention, the Haldwani shuddhikaran row is set to remain a flashpoint in the coming days.
