The Delhi Commission for Women (DCW) on Monday, 31 August took cognisance of the gang rape of a 16-year-old girl inside a moving sleeper bus in Greater Noida, with DCW Chairperson Lata Gupta strongly condemning the assault and demanding a fast-track trial and the harshest possible punishment for the two accused. Both the bus driver and conductor have been arrested in connection with the case.

What Happened

According to police, the incident took place near Pari Chowk on 4 August. The survivor — a resident of Mainpuri, Uttar Pradesh — had left home without informing her family after a disagreement with her mother over her studies. She was travelling to Noida Sector 63, where her cousin lives.

The girl reportedly alighted at the wrong stop amid heavy rain and darkness. While attempting to find another vehicle, she boarded the sleeper bus after the conductor allegedly told her it was headed to Noida Sector 63. Police said the bus was, in fact, returning empty after repairs at a workshop in Surajpur and had no passengers on board at the time.

The survivor alleged that shortly after the bus began moving, the conductor began behaving inappropriately. Both men then allegedly sexually assaulted her and threatened to kill her if she resisted. After the assault, the two accused abandoned her near Ring Road at Kashmiri Gate in Delhi and fled. She subsequently approached the police and filed a complaint, triggering the investigation.

Accused Arrested, Forensic Probe Under Way

The accused have been identified as driver Kuldeep and conductor Sandeep. Both were arrested from a parking area in Timarpur on the same day the case was registered. They have been booked under charges relating to gang rape, kidnapping, and assault.

Police have seized the bus and dispatched it for forensic examination. Investigators recovered strands of the girl's hair from inside the vehicle. CCTV footage from the route taken by the bus is also being examined to establish the sequence of events and trace the vehicle's movements. Police noted that the bus had curtains covering individual berths, which may have provided concealment during the alleged crime.

DCW Chairperson's Statement

DCW Chairperson Lata Gupta said: 'The gang rape of a girl on a bus is a heinous crime. The police have arrested the bus driver and conductor. The Commission has sought an action-taken report from the police. The Commission will advocate for a fast-track trial to ensure the harshest punishment for the accused.'

She added: 'I feel that moral values are eroding. While everyone talks about rights, we seem to be forgetting our fundamental duties. Such incidents in society are deeply condemnable and unacceptable. The government has streamlined legal procedures and implemented provisions under laws like POCSO to ensure fast-track trials, strict punishment, and timely justice for offenders.'

Legal Framework and What Comes Next

The DCW has formally sought an action-taken report from the police. The Commission's push for a fast-track court mirrors the accelerated judicial process that followed the 2012 Nirbhaya case, which led to sweeping amendments in India's rape laws and the creation of dedicated fast-track courts for sexual assault cases. The Protection of Children from Sexual Offences (POCSO) Act mandates trial completion within one year for cases involving minors.

With forensic evidence being gathered and CCTV footage under review, investigators are expected to file a chargesheet within the statutory deadline. The case will likely be heard by a designated POCSO court given the survivor's age.
