Congress President Mallikarjun Kharge on Thursday, 13 August sharply condemned a 'shuddhikaran havan' — a purification ritual — reportedly conducted at Haldwani's Ramlila Maidan in the wake of his public rally there, calling it an act of caste discrimination and a deliberate attempt to fracture Hindu society.

What Kharge Said

Speaking to reporters outside Parliament, Kharge — who also serves as Leader of the Opposition in the Rajya Sabha — did not mince words. 'We have been saying all along that there is no space for Dalits in this country. People are being divided in the name of religion. What was the need for a havan there? Ramlila Maidan is a venue for public meetings and is used by all political parties. What they did was, first, against the spirit of Hindu religion itself, and second, an attempt to divide the country and create conflict among castes. This is an example of that, and I strongly condemn it,' he said.

The Incident and Congress's Allegations

The controversy erupted after a purification ritual was reportedly organised at the Ramlila Maidan venue shortly after Kharge's rally concluded. Uttarakhand Congress chief Ganesh Godiyal alleged that the ritual was carried out by a group called Shri Ram Sena, which he claimed has links to the Bharatiya Janata Party (BJP). Godiyal further alleged that the havan was performed specifically because Kharge belongs to the Dalit community, and described the act as 'a crime against humanity.'

Godiyal also questioned the inaction of the Nainital Senior Superintendent of Police, demanding to know why no action had been taken against those responsible. He argued that the episode exposed what he called a fundamental ideological divide between the Congress and the BJP on questions of caste and social equality.

BJP's Rebuttal

The BJP categorically denied any association with Shri Ram Sena and accused the Congress of exploiting the incident for political gain. BJP state spokesperson and Cabinet Minister Khajan Das offered an alternative explanation, claiming that certain slogans raised during Kharge's rally had offended members of the Sanatan community. Das argued that the Ramlila Ground holds religious significance, and that some attendees were disturbed by slogans linked to another religion being raised at the site.

The BJP also pushed back against the Congress's framing of the episode as a caste-driven act, with Das accusing the Congress of historically disrespecting Dalit leaders including Sitaram Kesri, Babu Jagjivan Ram, and Dr B.R. Ambedkar.

Broader Context

The Haldwani episode is the latest flashpoint in a recurring pattern of disputes over the use of shared public spaces for political and religious expression. Ramlila Maidan, a venue traditionally used by multiple political parties, has now become the centre of a charged debate over caste, religion, and the limits of political mobilisation. This comes amid a broader national conversation around Dalit rights and the BJP-Congress contest over the legacy of Dr B.R. Ambedkar ahead of upcoming state elections.

The Congress has not yet indicated whether it will file a formal complaint or move court. Pressure on the Uttarakhand police to act is likely to intensify, with the state Congress leadership already publicly questioning the SSP's inaction. All eyes will now be on whether law enforcement takes cognisance of the alleged caste-motivated nature of the ritual.
