Anganwadi, ASHA Workers and Others to Benefit
According to the Chief Minister's Office, the state budget also includes provisions for incentives and honorarium increases for Anganwadi workers, ASHA workers, cooks, village watchmen, and Kotedars — categories of outsourced and scheme-based workers who have historically received among the lowest compensation in the public sector.
Transport Corporation Workers Get 5% Hike
In a related development, the Yogi government in August raised the honorarium of outsourced personnel working in the Uttar Pradesh State Road Transport Corporation (UPSRTC) by 5 per cent, effective from July. Minister of State for Transport (Independent Charge) Dayashankar Singh confirmed the revision.
Under the hike, the honorarium of 249 computer operators will rise from approximately ₹20,655 to ₹21,420. The 35 Accountant cum Tally Operator personnel will see their pay move from approximately ₹20,000 to ₹26,000 based on seniority. Additionally, the honorarium of 26 programmers will increase from ₹42,000 to ₹43,313.
This comes amid broader pressure on state governments across India to formalise protections for the large, and often invisible, workforce engaged through outsourcing contracts — a segment that has grown substantially as departments seek to manage headcount outside permanent payroll structures. The launch of UPCOS represents one of the more institutionalised responses to this challenge at the state level.
