Chennai gets $230 million ADB loan to overhaul water supply and sanitation
Synopsis
Key Takeaways
India and the Asian Development Bank (ADB) on 21 August signed a $230 million loan agreement to modernise and expand Chennai's water supply and sanitation infrastructure, according to a Finance Ministry statement. The investment marks a significant step in the city's effort to build a climate-resilient, digitally enabled urban water system.
Key Infrastructure Upgrades
The project will construct over 170 km of water supply and sewer pipes, upgrade seven water pumping stations and 38 sewer pumping stations, and strengthen water utility assets through performance-based contracts. Advanced technologies will be introduced to eliminate hazardous manual sewer inspections, making blockage detection faster and safer while enhancing worker safety.
Chennai to Become India's First Ring-Main City
Notably, Chennai will become the first Indian city to implement a comprehensive ring-main solution — a closed-loop plumbing system designed to maintain balanced water pressure and deliver water efficiently across service areas. This approach is expected to improve reliability, equity, and resilience to natural hazards in the city's urban water supply network.
Digital Transformation of Water Services
ADB will also support the digital transformation of water and sanitation services through real-time monitoring, data-driven decision-making, and improved customer responsiveness. Distribution networks in at least two Greater Chennai zones will be prepared for future investments under the project.
Broader Impact and Government Alignment
The Chennai Climate-Resilient Water Security and Sewerage Project aims to improve public health, quality of life, and the financial sustainability of the city's urban water system. The latest ADB investment builds on earlier projects in Chennai and aligns with the Centre's flagship urban development programmes, including AMRUT 2.0 (Atal Mission for Rejuvenation and Urban Transformation) and the Urban Challenge Fund. The loan was finalised under the guidance of Baldeo Purushartha, Joint Secretary (ADB and Japan), Department of Economic Affairs, Ministry of Finance.
