NITI Aayog charts decade-long school education roadmap with 13 policy recommendations
Synopsis
Key Takeaways
NITI Aayog on Thursday released a comprehensive policy report analysing India's school education system across access, enrolment, infrastructure, equity, and learning outcomes, along with a detailed roadmap spanning the next decade. The report, titled 'School Education System in India: Temporal Analysis and Policy Roadmap for Quality Enhancement', was unveiled by NITI Aayog CEO Nidhi Chhibber and comprises 13 comprehensive recommendations divided into systemic and academic reform areas.
Systemic and academic pillars
The 8 systemic recommendations focus on reforming school structure through composite schools and evidence-based rationalisation, strengthening infrastructure, undertaking governance and administrative capacity building, institutionalising a whole-of-society approach via State and District Task Forces on School Quality, elevating teacher deployment and professional development, and expanding digital and broadcast-based learning. The 5 academic recommendations prioritise transforming pedagogy and assessment, emphasising holistic education and student wellbeing, reimagining vocational education and skill integration, strengthening Early Childhood Care and Education (ECCE), and integrating artificial intelligence for pedagogical innovation.
Data-driven analysis across all states
The report draws on secondary data from UDISE+ 2024-25, PARAKH Rashtriya Sarvekshan 2024, NAS 2017 and 2021, and ASER 2024, informed by a National Workshop on Quality School Education convened by NITI Aayog in February 2025 that brought together over 150 participants. The temporal analysis spans all 36 States and Union Territories, presenting findings through heat maps and visual graphics to highlight trends across the education landscape.
Infrastructure and digital gains
The analysis underscores substantial advancements in school infrastructure, particularly in electricity provision, functional sanitation facilities, and inclusive infrastructure. Notably, the digital learning ecosystem has expanded significantly, with improved access to computers, internet connectivity, and smart classrooms across schools. These gains reflect a structural pivot toward technology-enabled education, though implementation remains uneven across regions.
Equity and inclusion progress
The report points to encouraging gains in equity and inclusion, especially in girls' participation and improved enrolment of SC and ST students across educational stages. This marks a shift from earlier patterns of educational stratification, though the report does not claim parity across all demographic groups.
Implementation pathways and next steps
The roadmap provides 33 implementation pathways for the recommendations, each structured across short, medium, and long-term horizons with clearly identified actors at Central, State, and local levels. India's school education system currently spans 14.71 lakh schools serving over 24.69 crore students, making it the world's largest system by enrolment. The recommendations are now expected to inform state-level policy design and resource allocation in the coming fiscal year.
