Guwahati, June 27 (NationPress) In a pivotal step towards enhancing infrastructure and community progress, the Assam State Cabinet, presided over by Chief Minister Himanta Biswa Sarma, endorsed essential resolutions under Mission Basundhara 3.0 and revised governance regulations for autonomous councils and panchayats.
The Chief Minister remarked: "The Cabinet sanctioned the allocation of government land for 942 infrastructure projects spanning 11 districts, including Kamrup, Barpeta, and Dhemaji. Barpeta leads with 170 proposals, followed by Dhemaji (207) and Lakhimpur (175)."
CM Sarma further informed the media: "Moreover, 1,977 non-governmental educational, religious, and socio-cultural organizations across 12 districts will benefit from land allocations under the same initiative. Barpeta again tops the list with 296 allotments, followed by Biswanath (261) and Tinsukia (252)."
The Cabinet revised the Assam Panchayat (Constitution) Rules, 1995, mandating that reservations for SC/ST and women in Zilla Parishad President/Vice-President roles be assigned through public lottery and rotation. This method will bypass districts already reserved in previous cycles, promoting fair representation.
In a bid to improve governance for indigenous populations, the Cabinet sanctioned ordinances modifying the Moran Autonomous Council Act, 2020 and the Matak Autonomous Council Act, 2020.
These amendments aim to simplify administration and expedite socio-economic development for the Moran and Matak communities.
The Chief Minister emphasized: "These resolutions highlight the government’s commitment to decentralized development and inclusive prosperity."
In a separate announcement, the Oil and Natural Gas Corporation (ONGC) revealed the successful capping of the gas blowout at its Well RDS-147A in Sivasagar district, describing the complex operation as a significant achievement executed with high precision and coordination.
This announcement followed a statement by Union Minister for Petroleum and Natural Gas Hardeep Singh Puri, who commended ONGC's Crisis Management Team and its associates for promptly and safely addressing the situation.
In an official declaration, ONGC stated that the capping operation marked a crucial victory in the well control efforts, following a blowout that transpired during service operations on June 12.
This incident resulted in an uncontrolled gas release from the well.
The statement highlighted that at dawn on Friday, ONGC’s Crisis Management Team, alongside experts from the international firm CUDD Pressure Control and local personnel, commenced the vital task of removing the damaged Blowout Preventer (BOP) from the wellhead.
“The entire operation was carried out with meticulous planning, technical expertise, and close coordination to ensure stability and prevent any risk of imbalance or toppling during the lifting of the damaged BOP,” the ONGC spokesperson stated.
