Patna, July 12 (NationPress) The Chief Electoral Officer (CEO) of Bihar, Vinod Singh Gunjiyal, has urged all urban voters to take an active role in the Special Intensive Revision (SIR) Campaign 2025, which is being conducted statewide in accordance with the directives of the Election Commission of India (ECI).
The campaign is set to run until July 25, 2025.
While participation from rural voters has been promising, with approximately 77 percent of enumeration forms filled out, urban areas are experiencing a notable decline in engagement.
In Patna's urban locales, the ECI has received enumeration forms showing participation rates of 64 percent in Digha, 67 percent in Kumhrar, 72 percent in Bankipur, 74.21 percent in Patna Sahib, 73 percent in Danapur, 69 percent in Gaya Town, 71 percent in Bhagalpur Town, and 70 percent in Muzaffarpur Town.
The CEO pointed out that voter turnout in urban settings typically falls short, indicating a general apathy towards the electoral process.
Earlier, pre-filled enumeration forms were distributed, and about 60-65 percent have been returned; however, many remain uncollected.
As part of the current initiative, Booth Level Officers (BLOs) and municipal staff are distributing forms through the ‘Har Ghar Dastak’ program. Voters are required to provide their Name, EPIC number, mobile number, other essential details, and attach a passport-sized photo.
Voters also have the option to download and complete the pre-filled enumeration forms online. Even if some documents are lacking, voters are encouraged to submit their forms promptly to ensure their names are included in the draft voter list, which will be released on August 1, 2025.
Any missing documents can be submitted during the claims and objections period from August 1 to September 1, 2025.
As of Saturday at 6 PM, a total of 6,32,59,497 (or 80.11 percent) enumeration forms have been collected, indicating that four out of every five voters in Bihar have submitted their forms.
Overall, 4.66 crore forms have been digitized and uploaded onto ECINet by BLOs.
The printing and distribution of all forms are nearing completion, with high hopes that most submissions will occur before the July 25 deadline.
A total of 77,895 BLOs and 20,603 newly appointed BLOs are deployed across Bihar for the timely collection of enumeration forms.
Under the CEO's supervision, 38 DEOs, 243 EROs, and 963 Assistant EROs are overseeing the campaign at the field level.
Approximately 1.5 lakh Booth Level Agents (BLAs) from all recognized political parties are involved in door-to-door outreach.
Additionally, four lakh volunteers are aiding senior citizens, persons with disabilities (PwD), and other vulnerable groups in submitting forms.
The CEO reiterated that timely submission of the enumeration form is essential for inclusion in the draft voter list. Voters who need more time to gather documents should still submit their forms by July 25 and can provide the documents later by August 30, 2025.
The ECINet platform, the ECI’s latest integrated software, is facilitating efficient digitization and uploading of forms, consolidating 40 different ECI applications into a single, streamlined system.
