Patna, Dec 27 (NationPress) The Bihar Revenue Service Association (BIRSA), representing circle officers, has formally addressed a letter to Chief Minister Nitish Kumar, voicing their discontent regarding Deputy Chief Minister and Revenue Minister Vijay Kumar Sinha. They claim that officers have faced public humiliation during district-level grievance sessions.
In their correspondence, the association expressed deep apprehension over the Deputy CM's behavior and cautioned that if this trend continues, revenue officers state-wide may opt to boycott Sinha’s public engagements.
Since taking over the department, Sinha has been conducting public dialogues in districts including Patna, Muzaffarpur, and Purnea, where he addresses citizens' complaints alongside departmental officials.
While these meetings are intended to resolve public issues, they have reportedly led to the public revelation of alleged irregularities by circle officers and staff, causing dissatisfaction within the department.
The Revenue Service Association accused the minister of using derogatory language against officers in public forums and on social media, claiming that established administrative norms are being overlooked for the sake of quick popularity.
The association argued that principles of natural justice, constitutional protections under Articles 14 and 21, service regulations, and standard administrative practices are being ignored.
It raised objections to statements allegedly made during public hearings, such as “We will suspend you on the spot,” “Answer here in front of the public,” and “Immediate decisions will be taken.”
According to BIRSA, such comments conflict with the tenets of constitutional governance and resemble a drumhead court martial or mob justice, rather than a democratic administration.
The letter also conveyed disappointment that during these public interactions, the minister allegedly undermines the efforts of previous ministers and senior officials, despite the NDA having held power for much of the last two decades, which gives the impression that earlier administrations were entirely ineffective.
BIRSA further alleged that some senior officers appear complicit, prioritizing personal visibility over institutional integrity.
The association highlighted that land disputes in Bihar are a long-standing systemic issue and cautioned against placing the entire blame on current circle officers.
As of now, no official response has been forthcoming from the Chief Minister’s Office.
Meanwhile, Deputy CM Vijay Kumar Sinha firmly stated that he will not yield to any pressure, asserting that the time for warnings has passed and decisive actions against the land mafia and brokers have commenced.
Addressing the matter, Sinha mentioned that a clear warning had been issued previously.
He instructed all circle officers and revenue officials to take stringent legal measures against individuals employing fraudulent documents to illegally seize land or create disputes over legitimate ownership.
He directed officials to initiate cases after thorough verification and ensure that no illegal activity is overlooked.
Furthermore, the Deputy Chief Minister emphasized that immediate action must be taken against land mafia, brokers, and middlemen involved in land-related fraud.
He cautioned that any circle officer who fails to act against such individuals will face departmental consequences.
