Starting January 1, 2026, only digitally signed certified copies will be made available through the state land records portal, which will hold legal validity and recognition across all platforms.
Comprehensive guidelines regarding this transition have been communicated by the department’s Secretary, Jai Singh, to all divisional commissioners, district collectors, district record room officers, and circle officers.
Bihar's Deputy Chief Minister and Revenue and Land Reforms Minister, Vijay Kumar Sinha, characterized this decision as a significant stride towards enhancing citizen convenience, transparency, and effective governance.
“Citizens will no longer need to undertake multiple trips to government offices for certified copies. The digitally signed copies will be entirely legal and easily attainable from their homes. Our aim is to simplify revenue services, enhance transparency, and eradicate corruption. This also marks a vital milestone in achieving a Digital Bihar,” he stated.
Previously, individuals had to visit revenue offices and endure a prolonged process that included applications, stamp duty, register entries, official approvals, and physical issuance of copies, often spanning 7 to 14 days.
This cumbersome process disproportionately affected residents in rural and remote locations, resulting in unnecessary delays, costs, and inconveniences.
The department has emphasized that the digitally signed copies available on the land records portal will carry full legal endorsement.
This procedural change aligns with the Revenue Council, Bihar notification dated June 26, 2024, which acknowledges online-issued and digitally signed documents as certified copies.
In instances where a revenue record is unavailable online, citizens can submit an online request, leading to the upload and issuance of the document as a digitally signed, certified copy upon successful verification.
Officials affirmed that this initiative will conserve time, finances, and effort, drastically minimize congestion in government offices, and diminish opportunities for corruption.
