What Innovations Did Delhi CM Introduce for Digital Medical Reporting?

New Delhi, May 4 (NationPress) In a bid to address the challenges faced by Delhi over the last 27 years, Chief Minister Rekha Gupta launched a digital initiative on Sunday aimed at digitizing and expediting the creation of Medico-legal and post-mortem reports in criminal cases, thereby enhancing transparency and efficiency in the judicial system.

From the Delhi Secretariat, Gupta introduced the innovative platform named ‘MedLeaPR’ (Medical Legal Evidence and Patient Reporting) and stated, “Our efforts are relentless as we aim to eliminate the backlog of 27 years, rectify the issues created by previous non-BJP administrations, and fulfill the vision of Prime Minister Narendra Modi.

MedLEaPR, which stands for "Medico Legal Examination and Post-mortem Reports System", is a comprehensive software solution developed by the National Informatics Centre (NIC) to optimize and digitize the generation and management of medico-legal reports (MLRs) and post-mortem reports (PMRs).

The Chief Minister emphasized that this digital platform facilitates effective reporting of medico-legal cases (MLCs) and post-mortem reports (PMRs) across various health institutions.

“Our mission is to bolster transparency, efficiency, and accountability in the documentation of medico-legal processes,” she mentioned, adding that the platform will also maintain access control to uphold confidentiality and support audits.

Both Delhi’s Home Minister Ashish Sood and Delhi Police Commissioner Sanjay Arora were present for the event.

CM Gupta remarked, "With the initiation of MedLeaPR, we are set to enhance transparency and speed within Delhi's judicial operations. Integrated with the Inter-Operable Criminal Justice System (ICJS), MedLEaPR allows for seamless data sharing among hospitals, investigative bodies, forensic laboratories, and the judiciary, significantly reducing processing times while ensuring secure information exchange.”

She reiterated the Delhi government's dedication to providing quick, transparent, and reliable services to the public through technological advancements.

“Today’s launch exemplifies our commitment to Digital India and e-Governance,” she stated.

Highlighting the platform’s key functionalities, CM Gupta elaborated that the MedLEaPR system encompasses an array of advanced features designed to enhance medico-legal processes.

The system permits electronic submission of Medico-Legal Reports (MLR) and Post-Mortem Reports (PMR) with e-signing capabilities, removing the necessity for handwritten documents. All reports are stored in a centralized, secure database accessible solely by authorized personnel.

The system implements stringent user access controls and maintains thorough audit trails to ensure confidentiality and accountability.

MedLeaPR is fully integrated with the Delhi Police and other components of the Inter-Operable Criminal Justice System (ICJS), enabling seamless information exchange.

Moreover, the platform provides real-time notifications via SMS, email, and the Sandes app. It also incorporates tools for graphical representations of injuries and burns, alongside offline form availability to ensure operational continuity during emergencies.

As of May 1, 2025, the platform has been rolled out across Delhi’s healthcare institutions, with 28 hospitals engaged, 1,140 doctors registered, and a total of 1,276 cases processed — of which 896 have been concluded and 380 are currently under review.

She noted that the platform is now completely integrated with the Crime and Criminal Tracking Network and Systems (CCTNS), ensuring effortless data flow and coordination among institutions.

The Chief Minister highlighted that MedLeaPR symbolizes the government’s digital commitment to fortifying medico-legal systems.

She emphasized that this platform not only simplifies and streamlines reporting processes but also enhances accountability and public trust within the health and law enforcement sectors.

Future upgrades to the platform will include video-recording features, integration with court summons systems (eSummons), and virtual court proceedings through NyayShruti, she concluded.
