He emphasized that strong Discoms translate to better services and increased responsiveness to consumer needs.
"A flourishing economy demands a dynamic power sector much more than we currently realize," he remarked during his keynote speech at the 'Electricity Distribution Industry Conference EDICON: 2026' held in the capital.
Lal encouraged State Electricity Regulatory Commissions to adopt cost-reflective tariffs, while also providing targeted subsidies to vulnerable consumers, in line with the guidelines of the Electricity Act.
Moreover, the minister launched the inaugural annual report of the All India Discoms Association (AIDA), which offers insights into the distribution sector, highlighting ongoing efforts by distribution companies to enhance supply reliability and operational efficiency, as well as the challenges they face, along with a summary of various initiatives from the Ministry of Power and CERC to tackle these issues.
Lal also recognized 12 Discoms across six different categories, representing states like Gujarat, Odisha, Assam, Bihar, Uttar Pradesh, Maharashtra, Rajasthan, Tamil Nadu, and West Bengal.
In a noteworthy turnaround, the power distribution sector has reported a significant shift, with electricity distribution companies and power departments posting a net profit for the first time in years. For FY2024-25, distribution utilities achieved a collective profit after tax (PAT) of Rs 2,701 crore, a remarkable recovery from previous years marked by substantial losses.
This encouraging result follows a loss of Rs 25,553 crore in FY 2023-24 and an even greater loss of Rs 67,962 crore in FY 2013-14, according to ministry statistics.
Since the restructuring and corporatization of State Electricity Boards, distribution utilities have consistently operated at a loss, making the latest results a significant milestone for the sector. The Power Minister characterized this development as the dawn of a new era for India’s power distribution framework. In recent years, the government has implemented several reforms aimed at bolstering the financial stability and efficiency of distribution utilities.
