Kolkata, Sep 27 (NationPress) The Election Commission of India (ECI) is set to deliberate on measures against educators in government institutions in West Bengal who have declined the responsibilities of Booth-Level Officers (BLOs) assigned to them.
The BLO duties are being designated in anticipation of the upcoming Special Intensive Revision (SIR) in the state, coinciding with the end of the festive period in October, as well as the forthcoming Assembly elections next year.
The office of the Chief Electoral Officer (CEO) in Kolkata is preparing to submit a comprehensive report to the ECI concerning teachers who are refusing to accept these BLO responsibilities despite their selection.
According to sources familiar with the situation, the ECI plans to propose actions against these educators based on the CEO’s report, which the CEO's office will subsequently implement.
“A number of teachers in state-run schools have turned down BLO duties, despite a ruling from a single-judge Bench of the Calcutta High Court last month stating that there is nothing improper about the commission’s decision to appoint teachers from state-run schools as BLOs.
The single-judge Bench, led by Justice Amrita Sinha, also noted that legal frameworks in the country permit the assignment of election-related tasks to teachers. Yet, following this ruling, many educators have continued to resist accepting BLO duties. The commission intends to adopt a stricter stance on this issue,” revealed an insider from the CEO’s office.
During the proceedings on August 4, Justice Sinha emphasized that if necessary, teachers should be prepared to work on Sundays and holidays for the benefit of national interests.
Insiders at the CEO’s office noted that the hesitance from a substantial number of teachers is complicating the assignment of BLO roles exclusively to permanent staff on the government payroll, as mandated by the ECI.
“Conversely, opposition parties have been outspoken against appointing contractual state government employees as BLOs. The unwillingness of teachers to undertake BLO duties is exacerbating this issue. Consequently, this matter will be escalated to the commission, and the CEO’s office will act according to the ECI's directives,” the insider stated.
