New Delhi, Feb 10 (NationPress) A staggering 6,891 individuals lost their lives, and 284 were injured in 7,054 fire incidents registered by the National Crime Record Bureau (NCRB) throughout 2023, as reported to the Lok Sabha on Tuesday.
In an oral response, Minister of State for Home Affairs Nityanand Rai articulated that the primary duty lies with the State governments to implement essential measures for enhancing and equipping fire services to prevent fire disasters within their regions.
He emphasized that the Central government’s role entails providing guidance and assistance to State Governments regarding fire prevention and safety policies.
Detailing the established guidelines and regulations for fire safety, the MoS noted that the enforcement of fire safety laws, inspections, accountability frameworks, and penalties are dictated by the respective State Fire Service Acts/Rules alongside local statutory regulations.
Additionally, he mentioned that the Bureau of Indian Standards has released the National Building Code of India (NBC), 2016, which encompasses comprehensive guidelines for the construction, upkeep, and fire safety of buildings.
The current iteration of the NBC includes elements such as smoke management, periodic audits, electrical fire prevention, building management systems, and firefighting sensors.
The revision of the NBC also took into account international best practices in building construction and fire safety.
The Ministry of Housing and Urban Affairs has also developed the Model Building Bye Laws 2016, providing guidance to States/UTs in updating their Building Bye Laws.
This model includes a chapter dedicated to fire protection and safety standards, which outlines the norms and standards for fire safety, with effective enforcement falling under the jurisdiction of the States/UTs, Rai stated.
Recognizing the necessity for the expansion and modernization of fire services, the 15th Finance Commission has recommended a budget of Rs 5,000 crore to bolster fire services at the state level.
The Central Government has initiated a “Scheme for Expansion and Modernisation of Fire Services in the States” as of July 4, 2023, funded through the Preparedness and Capacity Building Funding Window under the National Disaster Response Fund, aimed at enhancing fire services with a total central allocation of Rs 5,000 crore.
The scheme encompasses the establishment of new fire stations, enhancement of State Training Centres and capacity building, provision of modern fire-fighting tools, fortification of State Headquarters and Urban Fire Stations, technological upgrades, and the implementation of an online system.
