Jaipur, Dec 19 (NationPress) The 7th session of the State-Level Task Force for HPCL Rajasthan Refinery Limited (HRRL) convened on Friday at the Chintan Kaksh of the Secretariat, presided over by Chief Secretary V. Srinivas.
During the meeting, the Chief Secretary emphasized that the Rajasthan Refinery is not just a visionary project for the state government but also marks India’s inaugural integrated refinery and petrochemical complex.
He instructed refinery officials and relevant departments to collaborate effectively to ensure the project’s timely completion, while reviewing its progress comprehensively.
HRRL CEO Kamlakar R. Vikhar and CFO Indrajit Dasgupta reported that a remarkable 90.3% of the overall refinery construction is complete, with the refinery unit construction reaching 96.4%.
They also announced that the initial consignment of Arab Mix crude oil has successfully arrived at Mundra Port and has been transferred to the Crude Oil Tanks (COT).
This crude oil will be conveyed to the refinery via a pipeline connected to six storage tanks at the port. The Outside Battery Limits (OBE) work has achieved an impressive 99.8% completion rate.
HPCL CMD Vikas Kaushal stated that the refinery project is advancing seamlessly, thanks to the cooperation and assistance from the Rajasthan Government.
With the gas supply from the Mehsana–Bhatinda Gas Pipeline (MBPL) now operational, the refinery’s flare system has been successfully commissioned, and testing activities are ongoing.
He further noted that water is now flowing through the pipeline from the refinery’s Nachna reservoir.
Petroleum Department Secretary T. Ravikant mentioned that continuous coordination efforts are being made to expedite the refinery project.
He highlighted that a notable aspect of the Rajasthan Refinery is its zero liquid effluent discharge system, which ensures that no wastewater is released during processing.
Additionally, it was revealed that the Railways will construct a 12-km railway line from Balotra to Pachpadra, while HRRL will facilitate the rail connectivity from Pachpadra to the refinery site.
This project is anticipated to create substantial opportunities for investment, employment, and revenue growth within the state.
The meeting also addressed various critical matters, including railway line connectivity, the establishment of a power substation, and the reduction of VAT on crude oil sourced locally.
