CRPF Shaurya Diwas is celebrated every year on April 9 to acknowledge the extraordinary valor and ultimate sacrifice of CRPF personnel. This day marks a significant event from 1965 when a small group of CRPF jawans successfully defended against an attack from a Pakistani brigade at Sardar Post in the Rann of Kutch, Gujarat.
He further emphasized that honoring these heroes should extend beyond mere words. "Genuine tribute is not just verbal," he remarked, noting that despite years of service and sacrifice, CAPF personnel often face issues such as delayed promotions and a lack of leadership opportunities, with top positions frequently allocated to individuals from outside the force.
Pointing out the capabilities of CAPF personnel, Gandhi remarked, "CAPF members have specialized training, practical experience, and profound strategic insight. Hence, it is crucial for the leadership of these forces to arise from within the same system, composed of individuals who truly comprehend their challenges and necessities."
He added, "The deprivation of leadership roles and long-standing issues surrounding pay, welfare, and dignity create an institutional injustice that undermines the morale of those who dedicate their lives to our country's security."
Describing the issue as extending beyond mere professional development, Gandhi asserted, "This is not only about career advancement but also about justice and dignity."
Reiterating his party’s stance, he stated, "The Congress Party and I hold you in the highest esteem and care for you deeply. We believe that your rightful advancement within your force, access to top leadership roles, and the respect you deserve should be guaranteed. Upon assuming power, our government will dismantle this discriminatory framework and ensure that CAPF personnel receive their full entitlements."

He criticized what he describes as an institutional bias that reserves senior leadership roles for Indian Police Service officers, even though CAPF personnel are actively engaged in border security, counter-Naxal operations, and election duties.
On April 1, the Rajya Sabha passed the Central Armed Police Forces (General Administration) Bill, 2026. This legislation formalizes the assignment of IPS officers to senior leadership positions in CAPFs, reserving 50% of Inspector General posts, 67% of Additional Director General posts, and all Special Director General and Director General posts for IPS officers.
