Chandigarh, April 25 (NationPress) The Haryana Right to Service Commission announced on Friday that it has adopted a stringent approach towards irregularities and biased conduct in the verification process of wills registered at the estate office in Karnal city.

The commission has identified the actions of Assistant District Attorney Avtar Singh Saini as inconsistent and lacking accountability.

A spokesperson for the commission disclosed that the investigation into the irregularities revealed a lack of uniformity in the verification process, with specific applicants being unfairly targeted and harassed.

The review of records also indicated that the remarks in numerous files were strikingly similar, raising questions about the legitimacy of the verification process.

The commission views this situation as indicative of not just the negligence of one individual but as a systematic and orchestrated harassment, implicating the involvement of assistants as well.

The commission entirely dismissed the various defenses presented by the Assistant District Attorney to evade accountability, clarifying that even if his recommendations lack conclusiveness, he cannot escape his obligations.

The commission directed the Additional Chief Secretary (Town and Country Planning) to initiate disciplinary proceedings against the Assistant District Attorney and to report back to the commission on the actions taken within 30 days of receiving the order.

Furthermore, the commission, exercising its authority under Section 17 (1) (H) of the Haryana Right to Service Act, 2014, has taken the continual harassment of the appellant seriously, ordering compensation of Rs 5,000 to the complainant, Satish Kumar Agarwal.

This compensation will be disbursed by the Haryana Urban Development Authority from its funds, with plans to recover the amount from the responsible officer.
